Two government bills, which increased to 70 years the age limit of persons occupying the position of rector of a higher educational institution accepted by the State Duma on may 13 in the second and third readings.

“On amendments to the Labour code for the second reading, received nine amendments that are of a legal, technical and editorial nature”, — said a member of the Committee on education and science Olga Pilipenko.

As for the second bill “On amendments to articles 5 and 7 of the Federal law "On science and state scientific-technical policy” and article 51 of the Federal law “On education in Russian Federation”, that it has received six amendments.

The age limit of rectors increased from 65 years to 70 years without right of renewal. Thus we introduce the norm, according to which in certain cases stipulated by Federal laws, the tenure of the rector or the scientific organization head of office may be extended once they reach the age of 70 years. In particular, we are talking about the rectors of Moscow state University and St. Petersburg state University.

In addition, limited to three the number of terms during which one and the same person can be a rector of the same University. Also lays down rules according to which employment contracts of the heads of state and municipal scientific organizations, as well as the heads of state and municipal universities, will become urgent and will be for a period of up to five years.

Innovations should come into force on 1 July 2020. The statutes of the scientific and educational organizations should be in accordance with the Labour code, within 30 days from the date of entry of this law into force.
