The Federation Council at plenary session on Wednesday approved a law aimed at preventing oil spills and oil products.

Before the law was approved in the final reading the state Duma. In the lower house did not hide that the accident at the CHP-3 in Norilsk has accelerated the adoption of the document. "If adopted before the law, this would not have happened", – said the speaker of the Federation Council Valentina Matvienko.

The document obliges the oil companies until January 1, 2024 to form plans in the event of an accident.

In addition, they will need to have sufficient financial support for emergency response. This can be Bank guarantee, insurance contract or other documents confirming the establishment of such a reserve Fund.

In case of emergency, the company will be obliged to work on containment and spill response forces. She can do it on their own or engage on a contractual basis third-party rescue service. If to eliminate the effects of fails, the owner must apply to the authorized bodies for attraction of additional forces and means.

Rules for the development of plans and methods of financial support of works on elimination of oil spills, will establish the government of the Russian Federation.

In case of signing by the President the law will come into force on 1 January 2021.
