The Council on human rights (HRC) under the President of Russia offered to write off fines Russians who violated the regime of self-isolation. As reported RIA Novosti, this measure may relate to offenders whose actions do not hurt other people.

The Agency notes that we are talking about the holding of the first in the history of Russia’s administrative Amnesty. To hold its HRC asked in a new report. Human rights activists believe that to initiate the Amnesty, the state Duma may by special act that is inconsistent with the Constitution and existing laws.

“If the purpose of penalties was to reduce the cases of violation of isolation, that their abolition already does for this purpose will not affect”, – explained in the HRC.

Offer HRC endorsed Senator Andrey Klishas, reports TASS. He added that the mechanism of liberation of Russians from liability needs to be discussed.
