Russia plans to toughen the penalties for insult and a half to two times increase penalties for such offenses. Such amendment to the administrative code of the Russian Federation, the State Duma intends to consider in the first reading in plenary on 7 July.

The authors of the initiative made by Vice-speaker of the Federation Council Andrey Turchak and the head of the Duma Committee on Informatica, information technologies and communications Alexander Khinshtein.

They propose to enshrine in law that the insult can be expressed not only indecent, but in a different humiliating, insulting public morals form, and also to refer to groups of individuals.

Fines for insults may increase for citizens from 5 to 10 thousand rubles, for officials — from 50 to 100 thousand rubles, for legal entities — from 500 to 700 thousand rubles.

The increased demand for such acts will be with state and municipal officials: a fine in the amount from 50 to 100 thousand roubles or disqualification for the term up to one year. In the case of relapse, will require from 100 to 150 thousand rubles or disqualifiziert for two years.

“We have repeatedly faced with situations when officials behave in relation to people, to put it mildly, inappropriate,” — said Andrey Turchak.

According to the Senator, every such case undermines the credibility of the state as a whole, evokes anger and resentment in the society. The legislator noted that to date, such antics were outside of legal regulation, to deal with them it was necessary in manual mode.

The bill was developed in pursuance of an order of the President of the Russian Federation on strengthening responsibility for insult and received the support of the government.
