In 1918, Moscow again became the capital city now in Soviet Russia. In the city – even without wide avenues and the subway was closer.

In particular, and on the streets. To animal-drawn transport was added to the car. Rules autodelete in Moscow and Moscow province were the first attempt of the Soviet government to streamline the movement of vehicles around the city.

Among the rules are those that were relevant recently, when the capital was missing cars by electronic pass. In 1920 and every car must be registered after entry to the city during the day.

Regulated, of course, and the speed limit. For example, passenger cars were allowed to travel at speeds up to 25 miles per hour (a mile is a little more than a kilometer).

Noteworthy: in the rules it was noted that the car cannot be left unattended on the street. At the time to use the machine could not be many. As a rule, they were high-ranking officials. They were in the car as passengers. When they entered the service, the car was the driver.

At the same time bringing the car to a concert or to the theatre were forbidden. We can assume that this was done in order not to hinder the movement of pedestrians, who flocked in large numbers near the concert halls and theatres.

Another car had to set the beep sound to warn pedestrians, who could easily fall under the wheels of the vehicle.

However, while the sound was impossible to serve eliteskin whistle (“a pea in the whistle”), because such a signal, as noted in the rules, “caused panic in the streets”.
