Senator of the Federation Council Sergey Leonov suggested to freeze tariffs for electricity and gas. According to him, this will reduce the financial burden on the Russians in the context of the global recession. Industry experts believe that this measure is not enough and there should be a total moratorium on raising tariffs from 1 July 2020, and not just for electricity and gas.

“In the current difficult economic situation, the pandemic is in the early stages, when many people dropped income, I consider it justified to freeze in the current year the tariffs for electricity and gas”, — said the Senator.

Without detailed calculations it is difficult to predict how a ban on raising tariffs will impact on the specific industries those or other resources, the Director of ANO Organization of people’s control Natalia Chernysheva.

Recall that the supplier and the organization now predicts a decline in the collectability of payments on the housing sector by about 70%.

According to experts it is necessary that the government provided massive subsidies for housing at least 50% of all taxpayers. “This will serve as a psychological incentive for people to try to pay for housing the remaining amount, at least out of a sense of gratitude that will take care of them, she says. — Continued provision of massive subsidies would increase the collection rate in the housing sector, as now some taxpayers prefer not to pay at all because of the large size of accounts (all the more so now suspended until January 1, 2021 fines and disconnection of utility services for non-payment)”.

Experts believe, if just to go to the next increase in tariffs from 1 July 2020, this could lead to even greater reduction in collection rates in the housing sector that will eventually hit the resource-supplying organizations and may lead to the collapse of the entire industry.

“How now see the situation, it would be absolutely wrong in the present circumstances to raise any tariffs for utilities for the population. On the contrary, should impose a complete moratorium on raising tariffs from 1 July 2020, and not just for electricity and gas”, — summed up Natalia Chernysheva.
