we All want to believe that there are places in the country, where officials honest and fair, care about the good folk and don’t take bribes. But really there is no such place.

But there are places where better police work. However, nobody knows why in some regions they are working better, others worse, and even the General Prosecutor’s office did not fully understand the reasons.

One country. The same rules for all of life. The same officials. Or is it not the same? Somewhere honest, and that greedy and selfish?

According to the estimates of the Prosecutor General, the average level of corruption crime in Russia 21.1 per crime per 100 thousand people.

In very corrupt regions, it reaches to 29.6. That is, 100 thousand people there accounted for almost 30 corruption. In regions with low corruption per 100 thousand of the population accounts for a maximum of 10 corrupt officials. Three times less.

the idea of the attorney-General would have to give an explanation for this mysterious fact. Why, for example, in Volgogradskoi region three times as large honest officials than in bordering Novgorod? The climate is the same. The food is too. Equally well be mushrooms and berries. And drat, what a difference.

In the absence of explanation from the attorney General, would dare to suggest that they simply do not, and the conclusions about the different levels of corruption in the regions is likely not quite correct. Or rather, not completely correct.

the figures speak not about the level of corruption and the effectiveness of law enforcement in the respective regions. Somewhere they work better and reveal more of corruption crimes. And somewhere worse, and therefore it seems that the number of corrupt officials, there is less. Although in reality they are the same as everywhere.

Another question: why in some regions of the interior Ministry, the FSB, the Investigative Committee three times more likely to bring the corrupt to clean water than the other? Because the climate and food is also not much affected.

According to immersed in the problem of the people, law enforcement officers are usually more effective where the authority represents the interests of several financial and business clans. They fight with each other, and inter-clan war makes it possibleness to turn to law enforcement officers.

If the region is ruled by one clan, serious wars there is not and can not be. There is a continuous rat race.

There are probably other explanations for this phenomenon. The Prosecutor General’s office could study them and analyze to better understand the nature of corruption in our country and not confuse it with illusions about the existence of “Islands of integrity” like, uh, Ingushetia, Sevastopol and St. Petersburg, where such disinterested incorruptible dispose of people’s money that not a penny from them do not take.

It’s worth doing though, because the number of corruption crimes is increasing. Just last year, according to Krasnov, identified 235 thousand violations of anti-corruption legislation. They caused damage to the state in the amount of 55 billion rubles.
