This idea was expressed by the Director of the Expert Institute of social studies (AISI) Gleb Kuznetsov at the roundtable “the state and the pandemic: from crisis management to political normalization”.
Experts discussed the situation in the regions, the tasks and decisions of local authorities. There was also an increased role of heads of local offices of the CPS in making decisions during a pandemic.
Gleb Kuznetsov noted that in emergencies everyone is tired very quickly, people want to return to normal life, including the political, to the authorities ‘ decision was based on the recommendations of the health officers.
