Gorbachev called the reason for the failure of perestroika

Gorbachev is often called the "father" perestroika, he became the General Secretary of the Central Committee shortly before the Plenum.

On the night of August 19, 1991, senior Soviet leadership who disagree with the policies of Gorbachev’s reforms and draft a new Union Treaty, created State emergency Committee in the USSR (GKCHP of the USSR).
