The President of Ukraine Vladimir Zelensky believes that the grounds for recognition unconstitutional the law on functioning of Ukrainian as the state language no, said Tuesday the representative of the Ukrainian leader in the constitutional court Fedor Venislavskiy in court, which is considering the proposal of the deputies of the Verkhovna Rada about constitutionality of the law.

The state language of Ukraine is Ukrainian. While the Constitution guarantees free development, use and protection of Russian and other languages of national minorities. The country’s constitutional court on Tuesday began the consideration of case concerning compliance of the Constitution of the law "On ensuring the functioning of Ukrainian as the state language". In June 2019 51 deputies of the Verkhovna Rada of Ukraine sent an appeal to the country’s constitutional court to recognize unconstitutional the law on state language.

Venislavskiy stressed that the arguments set out in the constitutional view, have no reason to.

"the Subject of regulation of this law is in full compliance with the second part of article 10 of the Constitution, ensuring the functioning of the Ukrainian language. The objective of the act is to create comprehensive conditions for the functioning of the Ukrainian language. We are talking exclusively about the state Ukrainian language. The law does not regulate the legal status of other languages", – quotes Agency UNIAN Venslauskas.

Venislavskiy reminded that under the Constitution the status of languages in Ukraine is determined exclusively by the laws, the Agency reports.

"That is, Parliament should determine the order of application of languages in Ukraine, and that the Verkhovna Rada should adopt a separate law which will regulate the legal status of Russian, possibly, language, as one of the languages of national minorities, and all other languages of national minorities. Therefore, the argument that the law allegedly violates the status of languages of national minorities are totally false," said Venislavsky.

He also said that the deputies did not violate procedural rules in the adoption of the law on functioning of Ukrainian as the state language.

"In our opinion, in the process of reviewing this act has been complied with the constitutional procedure of its adoption and entry into force of this law. According to the President of Ukraine, grounds for declaring a law unconstitutional is not, and the arguments of the subject of law for constitutional submission of artificially drawn to the provisions of this Constitution, on compliance with which the subject asks to verify the law", – said the representative of the President.

In mid-may 2019 year the then President of Ukraine Petro Poroshenko has signed the law "On ensuring the functioning of Ukrainian as the state language", which requires the use of only Ukrainian language in almost all spheres of life. Prior to the adoption of the law on TV and radio stations operated quota at 50% of the use of the Ukrainian language, now the quota rose to the level of 90%. However, the current head of state promised to carefully review the law for compliance with the Constitution. He noted that the document was adopted "without a prior broad discussion with the public".
