Government, which in April allowed the oil companies to reduce the sale of motor fuel at the stock exchange, is now trying to increase the stock sale background of the continuing rise in wholesale prices. So, at the end of the meeting on 30 June in the Ministry of energy the oil companies recommended as soon as possible to increase sales on the exchange not less than 3% compared to last year. This recommendation was given despite the fact that, according to the energy Ministry, demand for fuel is still lagging behind last year’s values.Oil companies should increase sales of gasoline and diesel fuel on the exchange not less than 3% compared to last year, according to minutes of the meeting in the Ministry of energy dated June 30, (there is a “b”). Also, the company should “in the shortest possible time” to increase the exchange of sale of gasoline to the level of not less than 11% of total production, diesel fuel — not below 7%. Note, this is higher than current regulations are 10% and 5%, respectively.The fact that companies now need to increase sales on the stock exchange above level of last year, somewhat contrary to the more recent assessment of the energy Ministry, according to which the demand for gasoline in July will be below the level of 2019 is 5%. Since July 3, the price of AI-95 showed a new record of 59.6 thousand rubles per ton. Last week this grade of fuel four times, broke the record at cost. At the end of 6 July, the wholesale price of AI-95 on the stock exchange declined by 0.9% to 59,09 thousand rubles per ton.The Protocol notes that, according to the energy Ministry, the lack of fuel on the exchange can result in the purchase of petroleum products by oil companies in the main trading session, i.e., companies with one hand sell fuel in the market, and the other for buying their own gas station. In particular, Tatneft and NOC is not recommended to buy fuel for their gas stations only in the additional trading session (the one the goods are sold at prices established during the main session).The record indicates that the relevant conciliation meeting is scheduled for July 8 and 10 July, the energy Ministry plans to submit the draft joint order FAS.Anastasia Vedeneeva
