MOSCOW, June 18. /TASS/. Supporters reviewing the circumstances of the Second world war undermined the foundations of the entire device of present Europe. This opinion was expressed by President of Russia Vladimir Putin in his article on the history of the Second world war. The article published in the journal National Interest in English, Friday on the Kremlin website version will be posted in Russian.

“unfortunately, it shows a deliberate policy aimed at destroying the post-war world order, the creation of which was a matter of honour and the responsibility of States, a number of representatives today voted in favor of this false resolution,” — says the Russian leader, commenting on the actions of individual European politicians.

“Those who deliberately puts this [postwar] the consensus into question, undermining the very foundations of the whole of postwar Europe,” — said the Russian President.

“Creation of modern system of international relations is one of the most important outcomes of the Second world war,” the article says.

“Our task all those who take the political responsibility, and especially of the representatives of the winners in the Second world war, is to ensure that the system will be maintained and improved,” — said Putin.

Russia calls on all countries to speed up the process of declassification of archives relating to the pre-war and military periods and is ready for wide international cooperation in this field, said the Russian President.

“We urge all countries to speed up the process of declassification of the archives and publication of previously unknown documents pertaining to the prewar and postwar periods, like Russia did in the recent years, — said Putin. In this regard, we are ready to cooperation and joint research projects with the participation of historians.”

“Many recently discovered or declassified materials were also used in the preparation of this article. In this regard, I can responsibly declare: there is no archival documents that would confirm the suspicion about the fact that the USSR intended to launch a preventive war against Germany”, — says the Russian leader.

According to his testimony, the command of the Soviet armed forces had indeed applied the doctrine, suggesting in the case of aggression, a quick reflection of the actions of the enemy red Army, its transition to the offensive “and waging war on enemy territory.”

“However, such strategic plans do not imply any intention to the first attack on Germany,” — said Putin.

“the Soviet Union and the Red Army, whoever tried today to provemilitary, has made a major and decisive contribution to the defeat of Nazism, he said. It was the heroes who fought to the very end in the enemy encirclement at Bialystok and Mogilev, Kiev, Uman, Vyazma, and Kharkov. They began their offensive at Moscow and Stalingrad, Sevastopol and Odessa, Kursk and Smolensk. They liberated Warsaw, Belgrade, Vienna and Prague. They stormed Konigsberg and Berlin.”

Putin emphasized that “we are fighting for genuine, not embellished and whitewash the truth about this war.” According to him, “this national, curtains, hard, bitter and merciless, was handed over to us writers and poets who passed through fire and hell of the front-line tests.”

the President added that his generation, like many other compatriots, trench prose and poetry left an indelible mark on the soul. “To honor the veterans who have done everything possible to Win, and to remember those who died on the battlefield, has become our moral duty,” concluded the Russian head of state.

Manifestations of historical revisionism in the West about the outcome of the Second world war represent a danger, as brutally and cynically distort the understanding of the principles of peaceful development laid down at the conferences in Yalta and San Francisco (CA), Putin said.

“Historical revisionism mainly on the subject of the Second world war and its outcome, the existence of which we are now seeing in the West is dangerous because it is brutally and cynically distorts the understanding of the principles of peaceful development laid down at the conferences in Yalta and San Francisco,” said the President.

“the Second world war did not happen suddenly, it happened unexpectedly or for no reason, no reason at all It was the result of a number of trends and factors of the world politics of that time”, — says the Russian leader.

According to him, the main factors that “led to the greatest tragedy in the history of mankind, has been the selfishness of the States, the cowardice, the policy of appeasement of the aggressor, who was gaining power, and the unwillingness of political elites to seek compromise.”

“For this reason, it is unfair to say that a two-day visit to Moscow, the Nazi foreign Minister [Joachim von] Ribbentrop Pact was the main reason for the outbreak of the Second world war. All the leading countries to a certain extent responsible for its beginning. Each of them have made fatal mistakes, arrogantly thinking that she can outwit the others, to provide unilateral benefits for itself or to stay away from an impending global catastrophe”, — Putin said.

“And this myopia, a failure to create a collective security system had cost millions of lives and huge losses,” — said the PresidentUNT Russia.

Putin in his article drew attention that Western countries contributed to the outbreak of Nazi Germany world war II.

the Russian leader recalled the “obvious fact”. “The root causes of the Second world war primarily stem from the decisions taken after the First world war. Versailles [peace] Treaty [of 1919] was for Germany a symbol of a grave injustice. He essentially implied that the country will be given over to plunder, will be forced to pay the Western allies reparations incredible, devastating its economy”, — stressed Putin.

According to him, the “national humiliation” Germany has become a “fertile ground” for the growth of radical sentiments. “The Nazis skilfully played on the emotions of people and build their propaganda by promising to deliver Germany from the “legacy of Versailles” and to restore the former power of the country, while actually pulling the German people in the war. Paradoxically, Western countries, particularly Britain and the United States, directly or indirectly contributed to this. Their financial and industrial enterprises invested heavily in the German factories producing military products. In addition, many in the aristocracy and political establishment supported the radical, far-right and nationalist movements were on the rise in Germany and in Europe [as a whole],” said the President of Russia.

the Names of all the victims in the great Patriotic war citizens of the Soviet Union should be established, Putin said.

“we Should continue hard work to establish the names and fates of all victims — soldiers, partisans, underground fighters, prisoners of war and prisoners of concentration camps, and the civilian killed by the death squads. It is our duty,” — said the President of the Russian Federation. According to him, in this process a special role is played by the search teams, military-Patriotic and the volunteer movement, including such projects as an electronic database “memory of the nation” which contains archival documents. “And, of course, requires close international cooperation to address the humanitarian problems”, — noted the head of state.

Putin said that the losses of the USSR during the great Patriotic war amounted to nearly 27 million people. “The Soviet Union has lost one seventh of its citizens, the United Kingdom, every 127th, and the United States — each is 320 th. Unfortunately, this figure is the most difficult and sad loss of the Soviet Union is not final,” — said the President.
