Prepared a decree, specified in the explanatory note to the project, should establish the legal basis for the use of passengers “paid carriage charges to pay for future carrier services, including tickets for other destinations, within three years from the date of cancellation of a flight”. The project activity applies to contracts of carriage concluded before may 1, 2020.

There also are cases in which this scheme of return passenger flow can be applied. In particular, in the case of adoption it will apply to cases of refund of carriage charges on domestic and international flights cancelled due to coronaviruses infection, and refusal of the passenger from air carriage for flights that were not canceled.

Also, the project provides the right of the carrier to unilaterally change the terms of the contract of air carriage of the passenger by date, time and route with the obligatory notice to the passenger.
