How to change the approach to development and industrial parks in the near future?

Alex Besprozvanny: the Ministry of industry and trade jointly with other agencies working on the creation of a single architecture of measures of state support of industrial parks and technoparks and improved utilization of Federal resources.

Alex Besprozvanny: of 2015, the Ministry of industry and trade jointly with the regional authorities and the enterprises are included in the register of 49 industrial clusters with an annual output of more than 1.3 trillion rubles. During this time, the Federal budget received more than 12 billion rubles in taxes and created more than 30 thousand jobs.

In 2013, for example, was created by 36 industrial parks, and in 2018, there were 227, and more than half of them – private. In industrial parks created 174 thousand high-performance workplaces. And in industrial parks come to the country and foreign partners is the business of the USA, Japan, Turkey, Germany. Already 14 countries have invested in our infrastructure industry. Just 2013-2019 years, private investors invested more than 600 billion rubles in the opening of new industries.

Alex Besprozvanny: within the framework of the support mechanism now, we will compensate businesses up to 50% of the costs of implementation of cluster projects: R & d, pilot batch, interest on loans, leases, purchase of technological equipment, software and hardware systems. The mechanism is well established and popular among the regions. Governors support its use, and the local ��inistry the industry well informed about the work procedure. Together with them we spent gathering information about the plans of the cluster for projects of import substitution and saw a serious interest in the subject.

Alex Besprozvanny: Today, our main goal is to avoid a chaotic import substitution and to obtain a synergistic effect, utilizing key industrial specialization of regions. So that is the production competence of the subjects considered in this system.

Now there are seven interregional industrial clusters. For example, interregional Cluster of electronic devices, materials and components in Stavropol and Belgorod region is implementing a project to develop the world’s largest production of plates of synthetic sapphire crystals of large and ultralarge diameters. According to the results of its implementation in 2020 will be the localized production of products with high added value, created and upgraded more than 280 new high-tech jobs and generated more than 2 billion rubles in taxes. 95% of the final industrial product cluster intended for export to 25 countries.

The major inter-regional industrial cluster “Composites without borders” operating in Tatarstan, and the Saratov and Moscow regions in 2018. There is available production of carbon fibers. As a result of its implementation in 2022 will be localized competitive production of carbon fiber fabrics, prepregs on the basis of PAN fibers. How do you assess the work of the regional authorities for the development of industrial clusters?

Alex Besprozvanny: Today, the leading regions by the number of successful clusters is Tatarstan (10 clusters), Chelyabinsk oblast (7), Saint Petersburg (4), Ulyanovsk oblast (3) and Stavropol Krai (2). Reduction of administrative barriers and a variety of production competencies in the regions, actively contribute to the development of cluster structures.

In particular, we propose to refocus the development program of clusters and set as criterion for granting state support a prerequisite to organize the production of products or components for projects and export potential.

Moreover, these points are understandable, and clear criteria: the growth of industrial production volumes relative to the size of the subsidy should be 5 to 1; increase industrial cooperation with other members of the cluster in relation to the size of the grants – 3-to-1; the increase of tax payments to the Federal budget relative to the size of the subsidy is 1.5 to 1.

What support is provided to residents and management companies of technoparks in the epidemic?

Alex Besprozvanny: During a pandemic, the Ministry contacted each region and issued recommendations in support of management companies parks and clusters. In particular, we proposed to compensate for lost revenues through subsidies or concessional loans for industrial infrastructure and working capital. We recommend to extend to management companies of industrial parks and technoparks continuous mode, measures to support SMEs, to exempt from property tax and land tax or��reduce rate to provide “rent holidays”, not to apply penalty sanctions in case of non fulfillment of the purposes or obligations.

Will there be subsidies for the creation of industrial and technological infrastructure private industrial technoparks?

Alex Besprozvanny: Yes, support for private industrial parks is one of our priorities. Take the example of Krasnodar region – a private industrial Park Wildberries. After that the region can apply to the Ministry for compensation of costs in support due to the return of tax and customs payments to the resident in the Federal budget.
