MOSCOW, may 19. /TASS/. Commission of the RF government on legislative activities has prepared the negative conclusion on the initiative of the deputies from the liberal democratic party on indexation of insurance pensions to workers with disabilities. the Bill proposed to be repealed, article 26.1 of the law “About insurance pensions”, according to which working pensioners amount of pension and fixed payout to it is paid in the amount, calculated without taking into account indexation. Earlier similar measures were extended to pensioners who are guardians or Trustees performing their duties onerously by contract about a foster home.
“adjustment of the size of pension and indexation of fixed payments to insurance pensions are compensation inflationary costs that may be charged against the wages of working pensioners, in connection with the recognition of article 26.1 of the Federal law “About insurance pensions” no longer in force require additional justification”, — stated in the conclusion of the project.
a Government Commission also considers the reasoning of the proposed changes (the equality rights of persons with disabilities) unreasonable, “because the principles of the implementation of the indexation of pensions for the employed and unemployed people are different”. “however, the bill is presented without taking account of the requirements of article 83 of the Budget code of the Russian Federation, according to which the bill should define the sources and procedure of execution of the relevant expenditure commitments,” — said in the Cabinet.

Pensions to working pensioners will not be indexed from 1 January 2016. It was noted that this was done to reduce the deficit of the FIU. The Duma opposition and the senators have repeatedly called for the resumption of indexation of pensions, but these initiatives are not supported by the Cabinet and the majority of parliamentarians.
