Every second Russian has spent financial aid from the state for commodities, utilities and fees on loans. This situation is shown by the survey of citizens conducted by the IDF Eurasia. Due to the significant reduction in income of Russians in the period of the pandemic coronavirus, the government has provided for specific populations financial support. In particular, families with children under 16 years of age received a lump sum in June and July, there were increased payments for those who lost their jobs after March 1, and unemployed parents was also set up additional allowance for minor children.

Sufficient if the aid to citizens and whether people will be able to get around without it in the future, we found out from the expert.

In the survey, 30% of Russian citizens said that they spent financial aid from the state for food and household chemicals, that is, to buy commodities. 20% of Russians allowed the funds received for payment of utilities and fees on loans. The same number of citizens have spent public money directly to children: clothes, toys and pay for educational services.

6% of the respondents bought on state grants appliances, electronics and furniture. And another 9% deferred suddenly fell down on them payments savings. The remaining 15% of respondents and not able to clearly explain where did they put the funds received.

How significant was for the Russians state support in a pandemic, whether people will be able to do without additional payments in the coming months, we found the candidate of economic Sciences Nicholas Mareeva:

“at least half of Russian citizens supplementary benefit paid by the state in a pandemic, become an essential tool. Although globally they were not so great. However, due to these benefits people could at least not die of hunger and to pay off debts. The financial situation of the Russians at this time is not significantly improved, despite the fact that most of the restrictions imposed by the pandemic, in many regions already removed. On restoration of economy and, accordingly, incomes of citizens, it will take months, and possibly years. Besides, do not forget that even before the coronavirus in poverty according to official statistics, which is considered far too low, was 12, 5% of Russians. Without additional state aid in the coming months this figure will only grow. At the moment, since the spring, a moratorium on penalties for non-payment of utility services for which many people managed to accumulate serious debt. If the fall of the moratorium will be removed, and a trickle of state support of the population runs out, up to 30% of Russians couldt end up in debt. Besides, many are still loans, a reprieve for which no one provides. In summer, people may pay mandatory payments of the same benefits, why there has been a sharp rise in overdue loans. This and other polls make it clear that at the moment financial assistance is required not less than 50% of the population. No wonder people say that spent the financial assistance for the Essentials, including mandatory payments, it is not a good life. Among the citizens who are below the poverty line, many families with children. Their spending in September will only grow, including shopping for school, additional education. However, no real prerequisites for the growth of incomes of the population, is seriously reduced because of the pandemic in the coming months, no.”
