Yesterday, may 5, 2020, Russian filmmakers sent two petitions to the Chairman of the government Michael mishustina and Minister of culture Olga Lyubimova with a request to take measures of support in favour of the employees kinoindustrii. In their appeal they point out that in connection with preventive measures for the spread of coronavirus Russian film production completely stopped and the film industry out of work. The initiator of treatment made by the organizing Committee for creation of the Interregional trade Union of cinematographers. In particular, it is proposed to take the following action (quoted from the docs):

1. To amend resolution of the Government of the Russian Federation from April 12, 2020 No. 485 establishing the procedure for appointment of unemployment benefits, namely: to remove the requirement of having to be laid off from March 1, 2020. The requirement of dismissal makes it impossible to obtain the maximum benefits self-employed nationals and nationals working under contracts of civil nature.

2. To amend resolution of the Government of the Russian Federation of 3 April 2020, No. 434, namely to include in the list of the worst affected sectors by the spread of a new coronavirus infection of the scope of activities included in the NACE subclass 59.1: “the Production of films, video films and television programs” (code NACE 59.11) and “Activities of installation and layout in the production of films, video films and television programs” (code NACE 59.12) and in the subclass NACE 59.2: “the Activities in the field of sound recording and publication of musical works.”

3. To remove the restriction on the need to confirm the decrease in total income is 30% for anyone involved in the film industry, to receive vacation credit while increasing their term to 12 months, and to abolish the Commission for settlement and cash services for individual entrepreneurs and self-employed for this period.
