Now the Ministry of justice makes final edits to the draft of the new Code of administrative offences. In addition, it is envisaged that the future Cao will begin to operate in outer space.

last year in space has been committed the first offense. NASA astronaut while on the ISS, illegally acquired personal data of a former spouse and tracked the status of her Bank account with the on-Board computer. The money is not removed and not translated. What ultimately ended the story – is unclear. However, under international Treaty, astronauts and space objects shall be punished by the laws of the country they represent.

Member of Association of lawyers of Russia Maria Spiridonova notes that while our astronauts were not prosecuted under Russian law.

“Such cases in the Russian judicial practice, yet was not, – says the expert. Project of the new Cao is under public debate, and predict what the legislator puts into the concept of crime in outer space is that it is impossible”.

the Ministry of justice explain: “the article establishing the cases of bringing to responsibility for administrative offences committed in outer space, if necessary, can be included in the new administrative offences code in the future.”

However, it is possible that the punishment will be according to the types of offences recorded in the new code of administrative offences. That is essentially the same as on Earth. Of course, because of the specificity space to space would not be applicable all articles, but only some, for example, punishing for assault, harassment, disorderly conduct, discrimination, etc. went into orbit Today on mostly law-abiding people. But it cannot be excluded that, when humanity will begin to deploy a lunar base, where it comes to fights, and to other offences. So the new Cao is looking to the future.

I guess you need to be punished and foreign spy satellites that monitor the territory of our country from space. However, this article in the administrative code yet and, accordingly, to bring them to justice is impossible.

Experts do not exclude that similar rules may be introduced and de jure possible. However, how this will work in practice, the big question.
