Vladimir Putin announced a second payment to children up to 16 years — in July they are eligible for another 10 thousand rubles. By itself, the initiative is commendable. But the question arises: if the state had such an opportunity, why not paid from 20 thousand rubles? Experts believe that this is due to the kind of public miserliness officials. Suppose: in August, the payments are unlikely to be repeated.

In July, the Russian families will pay another 10 thousand rubles for each child up to 16 years. Those who have already received support in June, the second payment will get automatically. About this 23 June, said President Putin during his address to the nation. The Ministry of labor has estimated that this will require 274 billion roubles, respectively, to the money more than 27 million families.

we Surveyed the experts will definitely support this measure. But at the same time wondering just the money the state has, why the payment was divided into several stages? After all, having the right 20 thousand, the family could otherwise plan their spending: for example, to set up a vacation or to buy him more expensive clothes.

“the Authorities do not focus on this, but the trip to the distribution of aid from them the following: “let us then see: I will come again with an outstretched hand or not. It will be small – will give,” – said the Director of the Institute of strategic analysis FBK Igor Nikolaev. Indeed, it all began with the raising of child benefit, and then we had the first 10 thousand for children up to 16 years, now – one payment…of Course, extra money never hurt anyone, but such payments in stages put people into a dead end: many don’t know what to expect in the end.

According to experts, this approach is completely wrong. “It’s like giving a dying from starvation the man some bread and see if not bent it. If the situation fails to improve, to give another piece that is not dead,” — he compares.

“Lump sum payment would be much more appropriate measure. Moreover, this thesis is also valid for regions and for business, and for ordinary citizens. The family received 20 thousand rubles, you could have time to solve more problems, and otherwise to rely their consumption,” explains Nikolayev.

as an example the expert cites the experience of several other countries – the US, Hong Kong, Japan, Singapore, where the government immediately allocated massive money to the population. People understand that received from the state the amount they will last for several months, and there’s a chance that during this time the peak of the crisis will be passed. In Russia, the population is constantly guessing on the Daisy: give, not give.

“the Authorities simply greedy, — says Igor Nikolaev. — The government wanted a social gesture to do, and at a minimum of spending money. The government is clearly afraid to print its Rreservou “pods” – the national welfare Fund. This policy is greedy and short-sighted”.

meanwhile, the re-payment of children up to 16 years old caused in the information after the new wave: why such upordown authorities do not want to help the same amount of 17-18 year olds. It’s the vast majority of the same minors, and sixteen-year-old, also live with their parents and are their dependents. “Again: the government wants to save money, so do not provides assistance to families with children from 17 to 18 years”, — said Igor Nikolaev.

IAC Senior analyst “Alpari” Anna Bodrov for its part is convinced that social assistance in the form in which it is formed is a good support to the population in General and families in particular. “The only thing that would cost is likely to correct is the time of the second payment it would be wiser to spend it in August to parents, it was easier to collect the child in school. Then these funds quickly found himself in the real sector of the economy,” she says.

But in August and subsequent months, such actions are unlikely to be repeated, the expert believes. “They are as good as the local arm of support and will no longer work on a permanent basis. The next step is the creation of margin of safety in the labour market. If the parents are earning, they will be able to do without financial support from the state,” — concluded Bodrov.
