According to him, the implementation of the recommendations for opening the borders is not automatically and requires further evaluation. So, when determining the list of the countries took into account such indicators as the number of new cases of infection, the tendency of stabilization or decline in incidence. Also considered opportunities to resist COVID-19, for example, testing, contact tracing, treatment and provision of statistics.

For the first list the number of new cases of infection with coronavirus was not supposed to exceed the European average by 100 thousand inhabitants in the last 14 days on the situation on June 15.

At the same time, the European Commission recalled that at least once every two weeks the Council will review the list on the basis of the development of the situation. The EC representative also stressed that no country in the list does not mean a complete travel ban for its citizens to Europe.

From 1 July Europe opened the outer boundaries for tourists from several countries and refused to let the Russians due to the unfavorable epidemiological situation in the state. According to a report from Wednesday European countries would gradually begin to remove travel restrictions for residents of 14 States. Among them were Algeria, Australia, Canada, Georgia, Japan, Montenegro, Morocco, New Zealand, Rwanda, Serbia, South Korea, Thailand, Tunisia and Uruguay.
