“it is Very important that the shelves for these and a number of other imported food has replaced high-quality domestic products. In General, the steady development of agriculture, self-sufficiency on many indicators has allowed our industry to change the development paradigm from import substitution model to export-oriented today,” – said the Minister of agriculture Dmitry Patrushev at a meeting in the Ministry of agriculture.

in 2013 Russia was able to reduce the import of pork by almost 10 times, on cattle meat – by 2.5 times and poultry almost doubled, vegetables and dairy products by a third. Now, Russian agriculture will need to focus on other areas. So, dairy products in the food security Doctrine defined the minimum threshold of self-sufficiency 90%, and according to the forecast of the Ministry of agriculture, by the end of 2020 this figure will reach 84,8%. And to reach 90% at the current rate of milk production will be possible by 2027.

the Ministry of agriculture is considering additional measures to support the industry.

In particular, the possibility of granting state support in the framework of a single subsidy on the producers of raw milk, and processors.

Another direction is the production of soybeans. Now the country needs 5.5 million tons of soybeans (for forage and oil). But the consumption will grow. The reason – the opening of new livestock enterprises. Last year, Russia had harvested of 4.34 million tons of soybeans. In order to fully replace imported soybeans in the country has grown to 7.3 million tons of soybeans. In addition, you need to take care of its processing. The Ministry of agriculture, only the implementation of existing investment projects will be able to add capacity by 3.5 million tons. But in order to achieve self-sufficiency, the country is in total need to process 6 million tons of soybeans. This task must be solved by 2024.

the Third – hatched egg. The Ministry of agriculture, now the share of imported hatching eggs is 15%. To close this volume at the expense of domestic production, the Ministry of agriculture enforces measures of customs regulation (the establishment of fees), as well as considering options for more state support for Russian investors: for example, compensation for capital costs for the construction of loudspeakers.

in addition, last year the country imported imported seeds for $ 700 million. While the share of domestic seed in the Russian market is 62.7 per cent, while the food security Doctrine of the obligation to increase this share to 75%. Fruits and berries in the past year was imported to Russia 1.5 million tons – those that can be grown in Russia (mainly apples). Vegetables in 2019 were imported 2.5 million tons last year.

Dmitry PATroshev, the Minister of agriculture:

Six years ago, our country has introduced restrictions on the supply of agricultural products and foodstuffs from a number of foreign countries. Today we can confidently say that this decision had a significant positive impact on the industry, gave new impetus to the development of a number of areas of agriculture. Thanks to the work of our farmers and effective public policy over the past six years the volume of production of agricultural products increased by 22.4%, and the industry became one of the drivers of the Russian economy in General and created incentives for the integrated development of rural areas.

We managed to change the perception of agriculture as unprofitable and risky industry and form in a business environment understanding that this is a modern, high-tech and profitable business. At the end of last year the profitability of agricultural enterprises has reached 13.3%, which is almost two times higher than in 2013. Today we celebrate a steady flow of Russian and foreign capital from investors who previously had no relationship to agriculture. The industry became one of the largest consumers of new technologies and advanced scientific developments. More and more people see agriculture opportunities and prospects both for themselves and for their business.

the most Important result of recent years is the creation in the agricultural sector of tens of thousands of jobs. The discovery and rapid development of agricultural enterprises across the country has significantly improved the employment situation in rural areas. Moreover, today, when Russia and the whole world is faced with various consequences of the pandemic coronavirus, APK a donor jobs for other sectors of the economy and is ready to receive experts from various areas, including high-tech fields.

Over the past six years Russia was able not only to strengthen our own food security, which is a top priority for us, but also to become one of the key players in the global market. Let me remind you that prior to the embargo we imported into the country in two and a half times more agricultural products than it exported themselves. Currently the situation has changed dramatically; these figures are very close to each other. So, we managed to reduce pork imports almost ten times. Purchases of beef declined by more than $ 1.5 billion, foreign cheeses and cheese – for $ 1 billion. Given the significant growth of export potential of agroindustrial complex in recent years, there is every reason to believe that in the medium term, the value of exports and imports in our country has a balance.

in addition, the embargo has given the opportunity for growth in those withmentah production, in which we previously had great prospects. For example, the active development of the cheese industry, has achieved considerable success greenhouse vegetable production formed the basis for the growth of organic production, consumption of which is now a world trend. I am sure that we will be able not only to achieve import substitution for these and many other areas, but also to compete successfully in the global market, increasing our export revenues.
