on 13 September was to be the last in the history of the Russian Federation of a Uniform day of voting held on the “old” law in force from 2012, the year. But the CEC decided not to postpone for tomorrow what you need to do today.

Beginning in 2021, all elections will be conducted under the new rules. They have already been approved by the state Duma, and yesterday they approved the Federation Council.

the elections on September 13 these rules, the law is still not applied. However, the CEC decided to distribute their own will and passed yesterday a resolution “On the procedure of early voting with the use of additional forms in a single day of voting on 13 September 2020”.

In accordance with this decree, the EDG on September 13 stretched for three days. Everything there will be arranged the same way as during the all-Russian voting on amendments to the Constitution.

11 and 12 September it will be possible to vote “in the premises for voting, outside the polling station, on the adjoining territories,” and groups of voters “who live in settlements where there is no polling and communication with them is difficult” these days will go to the ballot boxes members of the local PEC.

on 13 September will be held a regular ballot at the polls where everyone will be in masks, of course, because, according to the CEC, the pandemic before this time will not end.

this pandemic, the CEC Chairman, Ella Pamfilova and explained the need to vote for three days instead of one, stressing that the vote would be “transparent, clean and full of socio-political control.”

Knowing that her promises will not cause the big trust Ella at yesterday’s meeting of the CEC is very detailed and carefully described, all the things will be arranged. And observers everywhere will allow all three days, and allowed political parties to create their reserve, and video cameras everywhere, and everything, everything will be considered, but “at FOM unbelievers have a right to sit on the footboards, so that the mouse tail did not touch our bags”.

the speech of the head of the CEC, however he wasn’t very convincing. Perhaps because of the style and manner of performance, it partly resembled the output of the artist-illusionist.

Here he presents to the audience an empty cylinder before you do the trick. Tilts it in different directions. Overturns. Poking inside with a stick. Calling someone from the audience that he was convinced that the cylinder is empty. He puts the hat on his head, takes off again and Hey Presto! – takes out of it a white rabbit. And even if not a rabbit, it is still something striking and unexpected.

for the sake of Objectivity I must say that the CEC did not immediately adopted a decision on the three days of voting instead of one day, September 13. First was the discussion.

doubt about the need for such measures was expressed by the singlea CEC member Eugene Kolyushin. “Why, additional forms need to break the current practice? – he was surprised, Recalling that before the CEC, on the contrary, all the forces fought with “‘re paroled”. – I continue to believe that all forms of early voting are associated with risks of violation of voting secrecy. It is not clear why the priorities have changed.”

Kolyushin has also led a number of provisions of the resolution contrary to the act of EDG. In particular, pointed out that the CEC is not entitled to subdelegate the powers of local election commissions, “this is the way to Americanization of the elections, where each state actually holds a vote on their rules.”

Colleagues at the CEC, however, is not supported: on 13 votes were cast “for” the resolution and only one against.

From 11 to 13 September, elections will be held in 41 regions. It will be a by-election to the state Duma, elections of heads of regions, the main elections to the legislative Assembly and the main elections in the capitals of the constituent entities of the Russian Federation.

“as a result of nationwide voting was conducted social research, and it turns out people are happy with the organization, – said Ella Pamfilova. – Less than 2 thousand members of the Commission expressed opposition to multi-day voting, but it is only a small part. They can always withdraw from the Commission. We do it for the sake of safety and convenience of our voters.”
