Mikhail Degtyarev was born on 10 July 1981 in a family of doctors. In the state Duma, he chaired the Committee on physical culture, sport, tourism and youth Affairs. Degtyarev studied in the third stream program of development of managerial personnel reserve of civil service, which is popularly called “school governors”. The program was started in June 2017 on the basis of the Higher school of public administration and prepared on the basis of the best programs of the Corporate University of Sberbank, the Moscow school of management SKOLKOVO, the Academy and the Higher school of Economics.
