To farmers in an accessible form brought innovations on measures of state support, and demonstrated an example of successful experience of implementation of business projects.
As reported in the Ministry of agriculture and rural development of the Ulyanovsk region, in 2019 was organized 37 training seminars in 14 districts of the region, which was attended by about 600 people. In the first quarter of this year, training workshops were held in five districts of the region. During this period, they managed to visit more than a hundred people. Despite the restrictive measures in pandemic coronavirus infection, the work of the competence center did not stop for a minute consultations passed in a videoconference. Also in the municipalities was developed and conducted educational presentations with necessary information about existing and new measures to support small and medium-sized businesses.
Seminars for farmers held in the framework of the regional project “Establishment of support system for farmers and development of rural cooperative societies on the territory of Ulyanovsk region”, which is included in the national project “Small and medium entrepreneurship and support of individual business initiative”.
the Main purpose of the project, which was put by the President of the Russian Federation, is to increase income and standard of life of rural citizens through the creation and development of subjects of small and average business in the field of agriculture. We are talking about peasant farms and selhozpredpriyatiyah. Today in the Ulyanovsk region, they provide employment to nearly ten thousand rural residents, says Deputy Prime Minister – Minister of agriculture and rural development of the Ulyanovsk region Michael Semenkin.
In the framework of the national project “Small and medium entrepreneurship and support individual entrepreneurial initiative” in the region there is also the program “Agrostat”. It provides grant support for beginning farmers.
– When we found out about this program I decided to try something new. In the past I am a lawyer, after the decree has decided not to return to work, and to develop the family business. Before that, we had a small population, engaged in the pig, then decided to get a dairy herd, because the milk there is a demand. Now at our farm contains 40 cows, – says the head of KFKH Melekessky district Ludmila Zoteeva.
In 2019, she participated in the “Agrostroi” and became one of the winners, received a grant for the realization of their business ideas. Support measures she learned during the seminars of the Centre of expertise in the field of agricultural cooperation.
the Program “Agrostat” successfully operates in the region from 2019, for this time, 22 people have received grants for development projects in agriculture. This year’s grant support in certain areas of the regional programme will be increased. The grant amount will increase for individual farms in the field of beef or dairy cattle to five million rubles, and in the formation of the indivisible Fund of the cooperative, up to six million rubles.
the Grant for other types of agricultural activities will remain within the three million farmers and four million rubles, if the grantee is or becomes a party to selhozproizvoditeli. At least ten percent must be own funds of the recipient. The money can be spent on land acquisition, purchase and development of design documentation for construction or reconstruction of buildings and premises intended for production, storage and processing of agricultural products, their connection to networks, purchase of livestock and poultry, planting stock, agricultural machinery, seedlings for perennial plantations.
