MOSCOW, 30 Jul – RIA Novosti. Parliamentarians from the liberal democratic party in the Duma introduced a bill which proposed to postpone until July 1, 2025 the entry into force of the rules on the use of personal data when carrying out in Moscow of the experiment on the development of artificial intelligence, reported the press service of the head of the state Duma Committee on labour and social policy Yaroslav Nilov, one of the authors of the bill.

Russian President Vladimir Putin in April signed a law on conducting an experiment on the development of artificial intelligence in Moscow. The law establishes in Moscow from 1 July 2020 special regulation in order to create the necessary conditions for the development and implementation of artificial intelligence technology, as well as the subsequent possible use of the results of the application of AI.

the Bill proposes to defer until July 1, 2025 the entry into force of article 7, providing amendments to the Federal law “On personal data”.

“This will provide developers with the necessary time to minimize these errors, will allow to carry out sufficient tests and inspections to address possible system faults and technical flaws, will eliminate the use of personal data for the invasion of the private lives of citizens. In addition, during the moratorium will be abolished in the legal gaps related to the responsibility of officials for possible violations of improper use of the results of artificial intelligence technologies”, – stated in the explanatory note to the bill.

the Authors note that the use and introduction in recent years various artificial intelligence technologies, including tracking and face recognition, raises serious and legitimate concerns of citizens, in particular increases the risk of encroachment on privacy.
