Arrested on the eve of 16 August, the Deputy Minister of education and science Marina Lukashevich is charged with improper execution of contracts with the Ministry of education for scientific work in her tenure as head of a commercial firm Center for the advancement of science (CPR). As a result, the actual participation in the embezzlement of budget funds. The media are full of assertions that the work was of poor quality, full of plagiarism, etc. We decided to find these contracts with the Ministry of education. And found out that they had never seen, because they are not available to the General public.
According to investigators, in 2016, Marina Lukashevich (at that time head of the CPR) received under the contract with the Ministry of education budget funds for scientific work in the field of education. For this work the CPR has entered into contracts with several individual entrepreneurs as subcontractors. And this gave rise to abuses, because those, according to the interior Ministry, “to fulfill its obligations in full,” and had not thought of.
Only this time it was concluded five contracts with the names of one another; it kicks harder. Including “the Development and implementation of measures to ensure sustainability of institutional and technological change projects implemented in the framework of the Federal target programs of education development in 2011-2015 and 2016-2020” 5.1 million; “Development and analytical support of the implementation of the legal model of input-output functioning of additional education of children” (3.2 million rubles); “a comprehensive analysis of law enforcement practice in the higher education system of the Russian Federation and the development of normative-methodical basis for modernization of higher education” (18,83 million rubles); “Improvement of program-target tools Ministry of education and science in the scientific field due to cross-program coordination” (19,68 million) and “Development of scientific basis of methods of assessment and recommendations for the sustainable functioning of the institutional and technological changes to projects after completing project financing on the basis of the analysis of the results of a comprehensive study of the sustainability of the projects implemented in the framework of the Federal target programs of development of education in 2011-2016 years” (2,375 million).
the Total amount of contracts exceeded 49 million rubles, and three of them signed Lukashevich. Formally, these contracts were then closed, and the reports sent to the Ministry. However, the interior Ministry is now saying: “the Customer presents the results of work performed, knowingly non-compliant contracts. And their acceptance was carried out by an accomplice of the suspect, holding a senior position in the office” — then Director of the Department of management programs and competitives procedures of the Ministry of education and now head of the Department of programme implementation in the sphere of science and education of Russian cooperation Mikhail Popov.
let us Say at once: to evaluate the quality of reports on Ministerial independent expert contracts almost impossible for free they are not. On the one hand, it completely disavows all the arguments of the press about “plagiarism” in the reports Lukashevich and so on. However, this coin has another side:

But the shape and volume of these reports is so senseless that any sane person, making them, be sure to minimize their efforts. In addition, all know that the Ministry accept the report on the number of pages – in fact, the weight and what’s inside never check. These people do not tense up.
This means that the reports Lukashevich is unlikely to fall out of the total number. And what about the contracts? They are made in a monstrous bureaucratic Newspeak of the worst discrimination. Take a look at this: “Elaboration, expert and analytical support of the organizational-legal model of input-output functioning of additional education of children” price of 3.2 million rubles. Russian language – the horror! Pushkin Gogol is clearly turning in their graves.
Brief description of the executed works are also replete with phrases such as: “the analysis of legal regulation and practice of cross-sector operation of additional education of children”; “developed organizacionno-law model of cross-sector operation of additional education of children”; “carried out the expert-analytical support of the implementation of the model of input-output functioning of the system of additional education of children” or “methodological recommendations on the implementation of the legal model of input-output functioning of the system of additional education of children”. Etc., etc.
Sense in these positions, and, most importantly, in need of their scientific “development” and the truth is not enough. But why blame one Lukashevich? All acts of acceptance on contracts (as well as other official documents) are all the same meaningless, bird language. Surely it is time to put them all?
