Disparities of regional development, which lead to stagnation of entire territories, according to Ryabinin arise for the reason that the seizure in the Federal budget from tax and other revenues leads to a lack of resources in regional and local budgets, even on the most pressing issues.

“Thus, the regional economy just exhausted, — said Alexey Ryabinin. To this end, it is necessary to modify the structure of fiscal relations in Russia, leaving a larger part of the funds at the disposal of subjects of Federation and municipal entities”.
