To reduce the level of poverty in the country, the government needs to introduce incentive taxation and to remove administrative barriers to business development and to reduce interest rates on loans. On 6 July said the doctor of economic Sciences, Director General of the Institute of economic and social research, member of the Federal political Council of the “party of Growth” Alexey Ryabinin, the correspondent of IA REGNUM. He believes that only such methods can achieve economic growth and improve living standards of the population.

On Monday on the basis of the basis of the data of Rosstat experts estimate the poverty level of citizens in the regions. In the top five of the richest entities on the level of income of the population went in the Yamalo-Nenets and Nenets Autonomous district, Moscow, Chukotka Autonomous Okrug and Magadan oblast. Worst of all live in the Kurgan region, Karachay-Cherkessia, Ingushetia, Kalmykia, Altai and Tuva. The main indicator for comparison of regions of Russia, was the ratio of median income to the cost of a fixed basket of goods and services in each subject of the Russian Federation. The national average, this proportion amounted to 1,65.

The proportion of Russians living below the poverty line in 2019 decreased slightly compared to 2018, the average in the country amounted to 12% of the population. Still, the incomes below the subsistence minimum will receive about 18 million of the 145 million Russians.

“the Decline in real incomes will continue for several years. Compared to the pre-crisis period (2012-2014) they fell at least twice, — said Alexey Ryabinin. — We have a large number of poor, even among the working population, and the number of depressed regions is not reduced. The main cause of falling living standards, of course, is the ongoing economic downturn. Incomes will grow when they start to grow steadily, the country’s economy”.

Disparities of regional development, which lead to stagnation of entire territories, according to Ryabinin arise for the reason that the seizure in the Federal budget from tax and other revenues leads to a lack of resources in regional and local budgets, even on the most pressing issues.

“Thus, the regional economy just exhausted, — said Alexey Ryabinin. To this end, it is necessary to modify the structure of fiscal relations in Russia, leaving a larger part of the funds at the disposal of subjects of Federation and municipal entities”.
