The tenants of state and municipal employees may receive the right to terminate a contract with them for the misconduct that discredits the honor of these employees. The bill, the state Duma plans to consider in the first reading at a plenary meeting of the spring session.

The authors of the initiative made by the deputies of the Supreme Khural of the Republic of Tyva. The changes they propose to make to the laws “On state civil service of the Russian Federation” and “On municipal service in the Russian Federation”. The authors also consider it necessary to provide for the imposition of disciplinary sanctions for the Commission of such offence. This can be a warning, a reprimand, a warning about incomplete official compliance or dismissal from service.

Model code of ethics and official conduct of state and municipal servants of the Russian Federation assumes that they must comply with standards of service and professional ethics, and business conduct rules. In particular, employees must show correctness and attentiveness in dealing with citizens and officials to refrain from conduct that could cause doubt in the faithful performance of their duties, to avoid conflicts that might harm the reputation or credibility of the Agency, and to refrain from any statements and actions that are discriminatory.

In January 2020, President Vladimir Putin, commenting on the public meeting the idea of adopting a law on combating the rudeness of officials, expressed the view that the punishment for them should be stricter than for ordinary citizens.

Earlier, in December 2019, the speaker of the Federation Council Valentina Matvienko at the press-conference on results of the autumn session expressed the view that civil servants, who allowed an insult to the citizens, should be dismissed, but it is not necessary to introduce any further legislative provisions on the responsibility for this, because existing measures are sufficient.
