Today marks the conclusion of a nationwide vote on amendments to the Constitution of the country — is the final stage of updating of the Basic law, which in 2020 proposed more than 200 amendments. This year because of the epidemic of the coronavirus, the vote was postponed from 22 April to 1 July, and for added security, to avoid the congestion of voters at polling stations on June 25 was early voting, and in Moscow and Nizhny Novgorod region it was possible to vote online. On his impressions about the organization of voting and about the meaning of one of the amendments said Irina Mersiyanova, Director of the Center for civil society studies and the nonprofit sector HSE.

Personally, I already voted remotely, as was in Moscow – said the expert. – Report organization this procedure can not. In the Moscow region, where I am now regularly seen, how do you organize a vote: a special tent on the ballot boxes carried outside the premises, so those who are afraid to get infected, do not have to go inside. This practice was pleasant to me.

– the Meaning of certain amendments fully understandable only to the professionals who work in a particular area – added Mersianova. – For example, those amendments that reglamentary volunteering, non-profit organizations. On the one hand, it would seem, without amendment, our civil society has been steadily growing since the early 90s. But as a professional I understand that if provisions for the support of civil society to make the Constitution, then government policy becomes more predictable, and this is a definite plus.

the Paradigm of confrontation between state and civil society, popular some time ago, is irrelevant not only in Russia but throughout the world, said the expert. The time has come for synergy, collaboration, and it’s time to create legislation. What really make life easier for representatives of nonprofit organizations — from the Association of the tenants to charities. After all, if something is written in the law — means any officer is guaranteed to exist.
