Instead of “United Russia” is preparing a new amendment to ban only blends, used as food. In other fractions of the legislature react to this very negatively, insisting on the elimination of all goods. Experts admit the lobbying of large producers who will suffer losses in the event of enactment.
“Used in the bill the terms “sucking mix”, “chewy mix”, “derivatives of nicotine” in Federal law do not occur, their significance in the bill is not explained, and in this regard to identify the object of legal regulation is not possible”, — stated in the document, which is at the disposal of “Izvestia”.
Originally the bill, authored by 72 deputies of “United Russia” Senator Igor Ghahramanyan, it was planned to consider in the state Duma in March. But now his acceptance, despite the resonant, threatened.
“If the law is not a legal term, it is necessary to enter. Young people especially hooked on these compounds, then they move to salt and then to hard drugs. If we want to have a healthy society, in addition to such negative conclusions, you need more deputies to clarify what laws should be amended to fix it”, — explained the “Izvestia” one of the authors Victor Vodolatsky.
Deputy gadzhimet Safaraliev said that he revoke the paper, but noted that the deviation of the document may not be interested manufacturers of these mixtures.
As noted in sales of “chewing” mixtures, these goods are harmful for human health as conventional cigarettes. In this case it would be right to ban their sale to minors, according to sellers.
In March, the deputies of the Moscow region Duma adopted a law providing for a fine of 150 thousand rubles for legal entities for selling-nicotine products to minors. The penalties for selling such products to children will make for citizens from 3 thousand to 5 thousand rubles.
