Connection of new buildings to the heating can be cheaper
Yet in the Housing code when calculating the amount of payment for communal service on heating on the basis of its volume, as determined by the meter readings, no separation of the values of whole house and individual meters. This uncertainty creates problems noted in the explanatory Memorandum.
