the project of the future Park, and how to be real rescuers, told “RG” said the head of EMERCOM of Russia for the Altai territory – the General-the major of internal service Alexander Makarov.

do You consider yourself a “born in the USSR”?

Alexander Makarov: of Course. First, I really was born in the Soviet Union – July 3, 1981. Second, the worldview is in fact formed not only from my own experience. It is formed through communication with parents, grandparents and the General atmosphere in the country during your childhood, in school.

You were born in Prague, his father was an officer in the Soviet army?

Alexander Makarov: Yes, he served in the Central group of troops of the second formation. Dad graduated from the Penza higher artillery engineering school. He was chief of service of missile and artillery weapons in the infantry units. Some time spent in Novosibirsk and Kemerovo, which housed the headquarters of military units.

Why not go in his father’s footsteps, don’t become an army officer?

Alexander Makarov: we had a serious conversation about career choices. Father advised me to have a kind of civil profession – at the very least easier to find a job. Although my father did not consider my choice the best option I after prom at the school on the third day I went to enroll in Noginsk – the Academy of civil defence EMERCOM of Russia. Became a student of the third set. Recently I drove there and almost nothing is learned, everything has changed for the better. We were engaged in the former soldiers ‘ barracks, the new academic buildings was not. Almost had built over the years, his Academy.

In the service of you had to deal with a variety of emergency situations: for example, there was a spill of toxic substances. How to cope?

Alexander Makarov: It happened in the Penza region. The night of the accident with bus and two trucks, one of which was a tanker. Spilled about thirty tons of additives to increase the octane number in gasoline. Lucky there was no explosion. The smell at the scene I will remember for a lifetime. Now, when I stop at the gas station, the smell can determine such additive or not.

You searched for the missing in Kamchatka the helicopter with the Governor of Sakhalin. What was the main difficulty?

Alexander Makarov: In weather conditions – dense clouds hampered the search from the air. Therefore, we decided to send on the route of the Hiking group. But, of course, their effectiveness in wooded areas is quite low. So when the weather finally allowed, sent to find the aircraft, and the helicopter was found. For me that operation was memorable because I got acquainted with the unique nature of Kamchatsogo region – was part of one of the Hiking groups. After the Volga region and the Central strip saw a completely different Russia. The ability to dial in the river water in a flask and drink it, do not fear, worth it.

In our service enough of all kinds of emergencies. On my current position, there has never been a single day that something did not happen. Sometimes I read the summary of the morning and think: how on the front. Than a fireman and a rescuer is different from a soldier? Soldier ready at any moment to defend the homeland. If need be, to sacrifice their lives, but that moment may come, but maybe not. Fire and not waiting for the “moment of truth”. And, each time starting duty, goes to war and doesn’t know whether will return home unharmed.

of Course, the sense of danger over time is dulled. I remember one fire in Penza. Fired up the plant for production of sunflower oil, the fire spread to the warehouse of finished products. Temperature terrible – melted metal. A real threat of explosion. I was in the position of first Deputy head of Penza cupola MOE. To be honest: the main thing for me at that moment was not to extinguish the fire and to prevent the death of firefighters. They bravely climbed right into the fire. Then I realized that the most important professional fear for the lives of the personnel. Thank God, extinguished the fire without casualties.

Question on the topic of the day: how the coronavirus has complicated the work of emergency?

Alexander Makarov: Virus virus, and the duties of firefighting and emergency response with us has not been removed. The main danger is that because of the illness of the personnel may decrease the effectiveness of units. When a mass epidemic to respond to emergencies will be simply nobody. It is too early to draw conclusions, but a number of new aspects of coronavirus has brought us. For example, a change in the organization of training and training of personnel.

I Want to emphasize that fires in recent months have not diminished the regime’s self-imposed isolation on their number is not affected. Yes, we have increased demands in terms of security personnel, but the issues related to the coronavirus not become dominant. Life goes on. The consequences of a pandemic we will evaluate later. Although it is understood that due to the economic problems of money on security, unfortunately, some time will be less.

the structure of the MOE is NII, there quickly developed recommendations related to the organization of work in the period of the coronavirus. Our management carefully analyzed and decided to implement. For example, in terms of fighting fires during the regime of isolation of the population formed a prevention group. Without violating sanitary norms, they effectively solved the problems of fire safety. Our experience is appreciated at the head of the Ministry.

What is your favorite after-work activities?

Alexander Makarov: Love to be in nature – cottage, fishing. But such visits are very rare. But there is a constant hobby – sport. At the time, seriously engaged in martial arts. And in the Altai region fell in love with hockey because of our close-knit team of heads of various structures, agencies and companies. I in life did not play hockey and skating was not so, and here began. Hockey liked the atmosphere of excitement and a certain risk. Come in the evening to the rink, head filled with thoughts about work, but take the stick sliding on the ice and then feel perfectly rested person.

Your predecessor in this position, Igor Lisin before the transfer to Krasnoyarsk told me that, unfortunately, did not manage to realize their dream – to make on-site emergencies “Park of rescuers and firemen.”

Alexander Makarov: Igor in the Altai managed to do a lot of good. We discussed with him the idea. This year’s jubilee of our service is thirty years since the establishment of the Ministry. The Park can be a great gift not only for our employees but for all of Barnaul. Now we conduct the necessary preparatory work has enlisted the support of the government of the province and deputies AKZS, looking for financing channels.
