the Public chamber Member Artem Kiryanov — one of the authors of the petition to the Minister explained that because of garbage, often exuding an unpleasant smell in the hallways appear rodents and insects, as well as there are fires. In addition, because of the garbage disposal fails to develop in the Russian system of separate waste collection, since the debris from them to process anymore. For these reasons, the authors took the initiative to preserve the chutes in the houses or use them for only one type of waste, such as organic. They also proposed to give management companies the right to unilaterally make the decision on preservation of the chute in case the tenants break the rules of use.

“I am categorically opposed to at the level of authorities have taken the decision to abandon the use of chutes”, – says the Executive Director of “housing Control” Svetlana Razvorotneva. She explains that rubbish chutes are common property, the decision on the use and disposal of which in compliance with the Housing code, adopted by the owners. At the same time, there are many houses, tenants who believe that they live comfortably with a garbage disposal and would like to keep it. “It would be quite strange to deprive them of this opportunity. As regards the prohibition of refuse chutes in new homes, the issue, according to Razvorotneva, should decide the market. “If the market will be the demand for homes with a garbage disposal, why not offer these homes to people who have the appropriate desires and means?”, – asks the expert.
Director General of the regional waste recycling complex Igor Blum agrees that the garbage disposal in the form in which they are, first of all, unsanitary. “Especially affecting residents nepout floors”, – the expert adds. According to him, about separate waste collection when using the garbage disposal can not speak, although the world has such technology, when the house is equipped with a system of selective waste collection”.
In General, the proposal to preserve the garbage disposal in all homes and to stop projecting them in a new expert supports, but notes that the project will require major financial expenditures. “If that happens, municipalities will have to equip the container yard for all those homes that will refuse to use garbage. On average, the equipment of such a platform can cost 150-200 thousand rubles, and municipalities must be prepared for these additional costs,” says Blum.
But these costs eventually pay off, the expert believes. “Monthly service charge chutes, which belong to the common property of tenants of apartment homes, each family pays the management company from 45 to 160 rubles, depending on the rate and size of the apartment. So, even paying a one time 100-200 rubles for conservation, a family can safely delete from their costs to 2 thousand roubles a year” – sums Igor Blum.
