Moscow Mayor Sergei Sobyanin has announced the development of a smart monitoring system over observance of the regime of self-isolation in the city and the established rules of movement of citizens. According to him, the system will be deployed during the week. How exactly it will work, the authorities have not yet explained.

According to sources RBC, for monitoring compliance with isolation mode will use an improved version of the existing video surveillance systems and facial recognition company NTechLab in ordinary time using this system looking for criminals, in 2018, it was used in the world championship on football.

City video surveillance system includes cameras installed in yards, on porches of houses, in parks, schools, clinics, shops and on construction sites, and also in premises of administrative buildings and other public places.

With the beginning of the epidemic in the fashion industry, this system was used to search for violators of a mandatory regime of self-isolation after arriving from countries with unfavourable epidemiological situation, and for those who were close to those of China. With the help of city police found more than 200 violators of the quarantine mode.

“Where is the guarantee that total control will not be used after the pandemic?”

According to the source RBC familiar with dlalami of the project, to monitor all residents of the capital will need to implement two-factor observation model. Base will be location-based data that operators can obtain from smart phones of its subscribers. To identify violations citywide restrictions on the movement exclusively with the help of video cameras and system the face detection will not work: the police will not be able to leave the call every time someone leaves the house.

Another source told the publication that the facial recognition by cameras is necessary for secondary identification – primarily those who went outside without a mobile phone. “The meaning of the system’s facial recognition to follow someone. But if we follow all, it is technically easier to do in other ways and additionally control you can use the cameras, for example, installed in the entrance,” he explained.

According to the source RBC, data from the cameras will be collected and processed public information system (GIS) “Urban video surveillance system”, the operator of which is the Department of information technology (DIT) of Moscow. He also noted that, despite the fact that the platform multivendor GIS, in fact it works only NTechLab.

According to the representative NTechLab technically in their facial recognition system you can load data about all the residents of the capital, however, he said, will make use of these opportunities in Moscow. He recalled that the face detection algorithm, enabling to track the appearance before the cameras of the people from the lists generated by the bodies having the right of access to the system. For example, during the 2018 world Cup face detection helped to detain the persons from the lists of the Federal investigation, as well as to prevent the matches in the fan zone-those whom the entrance was forbidden.

CEO manufacturer and distributor of systems surveillance.aludeniya Igor Olejnik has explained RBC that the base of usual residents who previously were not included in search databases, until recently, did not exist, so the functionality of the cameras with face recognition are not well understood.

“In the best case they can count the number of unique people who came out of the house, and record their return”, he said. Oleynik suggested that the government may go to extreme measures and take base of individuals from passport offices and banks and will be able to identify everyone who received a digital passport and took out loans. However, in this case speech can go about the huge amount of data, and to fine all offenders is unlikely to succeed.

DIT 2015 buys mobile operators anonymized data they receive by the movement of the SIM cards of the subscribers. For example, these reports allow you to find out where he lives and works man, by the length of stay in a particular place in the daytime and at night, how many people is in a metro in a specific period of time and where they’re going, what routes are most popular among Muscovites, etc. According to the specifications for such procurement, data, operators should locate a specific person with an accuracy of 500 m. Cell operators can geolocation to determine the location to within a few tens of meters, which allows to determine whether a person is home or not.

At the same time, the company is now able to provide neobespechenie GEODATA users only by court order, otherwise it is contrary to the law “On communications”. In order not to violate the privacy of communications, companies will need to obtain the consent of the subscriber to the processing of such data.

Earlier it was reported that the quarantine period it is planned to introduce a special badge with the QR-code, which will be recorded the place of residence and work of the citizen. Lawyers say that this initiaativa requires registration at the website mos.ru for the subsequent receipt of such code, and the user must agree to the processing of GEODATA.

However, not all Muscovites, particularly pensioners, use smartphones, besides the QR code can be copied as a screenshot and subsequently transferred to another person, and to certify the identity check in such cases is difficult. In addition, existing laws do not provide for the receipt of QR codes for ID card: this is possible only in case of emergency.

As explained “Kommersant” a source familiar with the situation, will be able to upload photos of people who have violated quarantine to maintain constant surveillance. Also there can put photos of people with mild disease who are treated at home. “Medical mask will not prevent system operation: it is able to recognize a person, even if up to 40% of the person will be blocked”, – assured the interlocutor. According to him, the authorities most likely will not be placed in the monitoring of all residents.

in addition, according to the source, it will be possible to monitor the full observance of quarantine specific zones. “You can identify particularly dangerous buildings or entrances and to allow the system to notify that they someone went. Additional cameras can be installed at the entrances to parks and especially crowded places,” explains the source.

Cameras will also collect impersonal statistics, which will allow you to see areas and houses where the flow of people has not decreased, and understand what it involves. “It would solve the problem of “lover” who under the pretext of walking with Pets go about their business, as do the citizens in Italy,” says the source.

Another source of the newspaper claims that purchased power is not yet fully deployed and can only be used in part, “accordingly, much of the work on tracing of violators of the quarantine will have to do manually.” Other experts note that if you use only a system of geolocation, in terms of urban development problems can occur: density is high, multi-storey apartment buildings and a lot of people. The accuracy is 2-5 m.

“it Turns out that we can determine that someone who is sick with coronavirus, is in a certain house, but which floor and in which the entrance – can not”, – explained the expert. The system will be effective if Supplement Analytics data with video cameras. Such a system is already operating in China and Taiwan, but unfold it will be at least three to four weeks.

Other experts believe that the system will get information from cellular operators that will allow in short time to map residents, to analyze and predict movements, preventing their accumulation in one place. All of this will require the adoption of the Federal law, which would enable to collect location data of subscribers and the health information of citizens without their consent. On the adoption of such a law March 30, said the mayor.
