Parliamentarians sent the document for approval of the government, RIA Novosti reported.

the bill, as suggested by the authors, will allow to increase incomes of Russians in conditions of pandemic.

– When entering into an employment contract on part-time work for the calculation of the worker’s pay applicable minimum hourly wage, – the document says. – Set the minimum hourly wage from 1 January 2021 in the amount of 150 rubles per hour.

This amount, according to the amendments, should be indexed once a year from 1 January to inflation for the previous year.

As explained by the authors, in Russia the hourly rate is calculated based on the minimum wage (12 130 rubles) and in this year 89,85 of the ruble in may and 65,92 of the ruble in July.

Employers, said the initiators, set “pseudoacromegaly” working day that allows them to gain an unreasonably high profit and avoid the expense of payment of personal income tax and contributions to social funds. It is often the main part of the salary is paid in envelopes. “In the face of rising unemployment, the worker is forced to accept such conditions”, – stated in the explanatory note.

In June 2018, the state Duma is already considering a bill the liberal democratic party, which proposed to set a minimum hourly wage in the amount of 100 rubles for one hour. The project then failed. In the discussion there were objections that the proposed rules will lead to a transition to hourly payment, the more favorable for employers, and the bill could ruin the whole system of guarantees in the field of remuneration.
