– Vladimir, to the entry into force of amendments to the law on CTP, which will happen on 24 August, is preparing a new policy of the Central Bank. What’s in it, is there a change of tariffs?

Vladimir chistyukhin: We are in the preparation of a normative act, which concerns the tariff in insurance, and plan that before the end of June it will be submitted for public discussion. First, this is not a new regulation, it is changes in action. The regulation in principle remains the same. The only important change is the appearance in it of the factors that can not be used when determining the tariff. It will be apparent innovation. As for the expansion or preservation of tariff corridor, we are now engaged in actuarial calculations, to understand how economically justified extension of the tariff corridor as up, and last but not least – down. We hope that very soon will be able to give the characteristics of tariff corridor, which will be offered. Very importantly, the tariff corridor on the one hand reflects the loss ratio on the insurance market, on the other hand it needs to ensure proper implementation of the law to set the rate. First and foremost it needs to give the maximum opportunity for those car owners who carry minimal risks, they should get the maximum discount. We think about the lowering of the bar to the tariff corridor has provided all their wishes.

– That is, by 24 August, the rate may change?

Vladimir chistyukhin: will show How actuarial calculations. It is not excluded. The actuarial calculations take into account data including the first quarter of 2020.

– What factors insurers can take into account for tariff change? Can you name them?

Vladimir chistyukhin: To date, we plan to implement in our regulation of those factors which are clearly discriminatory. – How are you going to control the appointment by insurers of a tariff?

– And what kind of entity could it be?

Vladimir chistyukhin: We consider that it would be the regulator, i.e. the Central Bank, or the organization of the Bank of Russia.

Vladimir chistyukhin: We do not want to have different operators. Today, the number of complaints for the appropriation of the coefficient of bonus-Malus (for accident-free driving – approx. ed.) is more than half of all complaints on OSAGO.
