the First law will allow citizens to determine how to spend the local budget in the first place. Citizens will be able to participate in the development of projects aimed at solving important local problems. After public comment, these projects will be made to the local administration and executed under the control of the public.
to Make these projects, an initiative group of at least ten people over the age of 16. Prior to the introduction of the project to the local administration it needs to be reviewed and discussed at the gathering, meeting or conference residents. If a few projects, they will be selected on a competitive basis.
the Second law amends the Budget code also gives the Finance Ministry the authority to develop methods of working with initiative projects available to citizens.
in addition, each proactive project from January 1, 2021 will be assigned a unique code classification of expenses of budgets. And voluntary payments of legal and physical entities are referred to non-tax revenues of budgets that can be spent only for the implementation of citizen initiatives.
Changes in the first act should enter into force on 1 January 2021 and the second a month after its official publication, with the exception of the rules on the classification code.
