"during a special mode of operation of the Moscow civil registry offices received visitors by appointment, and the marriage took place in netorzhestvennoy environment — only in the presence of the newlyweds" – quoted by Rakov website of the Moscow mayor.
She noted that now the service to citizens can be provided with a personal visit to the registry office without an appointment.
