BRUSSELS, April 15 – RIA Novosti, Maria Knyazev. The European Commission and the EU Council asked the countries of the Union to be coordinated with the lifting of quarantine measures imposed to counteract the pandemic of the novel coronavirus, said in their joint document.
the European Commission and the EU Council have developed and proposed on Wednesday a roadmap “towards the lifting of restrictive measures COVID-19”. In it, among other things, proposed the principles that the countries of the Union should mitigate the restrictions on the socio-economic life. One of them is coordination.
“the Actions should be coordinated between the member States of the EU: the lack of coordination in the lifting of restrictive measures could have negative consequences for all countries of the Union”, – stated in the road map.
Before announcing the withdrawal of the measures countries should, as a minimum, to notify each other and the European Commission to take into account their opinion.
in Addition, the States of the Union recommended a progressive approach to the mitigation of quarantine measures. Road map invites them to consider three criteria in assessing whether the time has come to start to weaken the restriction.
the First set of criteria is epidemiological. It is based on the road map, should show that the spread of the disease has considerably decreased and stabilized for a sustained period of time. The second criterion is the availability of sufficient capacity of the health system. For example, we can talk about an “appropriate” number of hospital beds and a number of other aspects. The third criterion – ability to monitor the situation in the country, including significant opportunities to test for the disease.
however, as previously reported, the final decision about changing the socio-economic constraints take the countries themselves, not the Commission.
