In 2015 and 2016 there came a record number of unaccompanied minor asylum seekers to Norway. Several have gone out with his story and tells about his brutal start in Norway.

Many of the asylum seekers who come here have experienced traumatic things and may have challenges with to relate to both persons and institutions.

This has led to several serious incidents. In 2018 was a minor asylum seeker it ” for the killing of two other asylum seekers in Trondheim, and in 2015, 12 young asylum seekers charged after the riot at asylmottaket they lived on.

as of today, there are 40 unaccompanied minor asylum seekers in Norway. They are divided into two reception, Sjøvegan reception and Mysebu transit center.

Sjøvegan reception in the Troms has almost 30 years of experience with this group of young. They see clear tendencies to a high help and nursing care among the young people at the reception.

Shelter believe the draft bill makes provision to ensure that there shall not be any specific requirements to manning and competence at the reception centre. Therefore, they are critical to the proposed amendment.

– We disagree in that it should not be forskriftsfestes a norm for special staffing and expertise. We are afraid that this may create inequities, and inexcusable low quality at the reception centre for unaccompanied minor asylum seekers. – They have a higher level of post-traumatic stress, anxiety and depression that lasts over time. They are a very vulnerable group, we know that.

Krisepsykolog Heidi Wittrup Deep says that the scheme of the UDI has been criticized for a number of years, and that we accept discrimination of children if the scheme is statutory.

She believes without a doubt, that Norway discriminate against a group of children and young people when they are placed under The care rather than child welfare.

– It is a practice I believe is very serious. I am quite sure that to discriminate against children and to accept that a specific group of children receive less care, will not be good for our community. It will damage not only they, but also us. We can not be a such a society.

Also the spokesperson for the ombudsman, Anders Cameron, believes that the offer is not good enough. He believes that the best had been to legislate an offer of the same quality as other children in Norway to receive.

Ignores Un recommendations

UDI positive to lovfestingen

Assistant fagsjef in mottaksavdelingen in UDI, Heidi Vibeke Pedersen, believes that the UDI upholds the responsibility for unaccompanied minor asylum seekers over 15 years in a good way.

She tells us that the UDI in recent years has done much to improve the situation on their receipt.

– Among other things, we have increased the barnefaglige staffing levels and completed many different courses and training initiatives for the employees. And we now have much higher staffing levels in reception than before.

On the criticism from save the Children that this is a discrimination of the children, she says that the arrangements are a little different.

Discrimination could, one might say, it is BUFETAT is responsible for the omsorgssentrene and so it is the UDI that has the responsibility for the over 15 years. It is very important that the Norwegian barnevernslov applies to all children who stay in Norway anyway. It is not so that young in our reception has fewer rights after barnevernsloven than the other.

Pedersen says that they use research actively in its follow-up, and that they follow the recommendations from the FAFO report “A safe place to wait”.

the UDI has noticed that the older groups of children and young people often have multiple trauma and hardship, but they believe that reception centres have good enough skills to handle it.

– It is quite clear that this is youth who have needed a lot of follow-up, and as we have spent a lot of resources to try to ease the situation within the framework that we have.
