The United States formally notified the parties to the Treaty on open skies of withdrawal from the agreement on may 22. In a written statement, Secretary Mike Pompeo says that "in six months the United States will no longer be a party to the Treaty", however, the United States can reconsider its decision, "if Russia will return to full compliance with the Treaty".

The Treaty on open skies was signed in 1992 and entered into force in 2002. It allows the participating countries (34 States) to openly gather information about military forces and activities of each other.
