The selection of foreign citizens who want to study in Russian takes place in two stages. The first stage of the selection is carried out by the foreign representative offices of Rossotrudnichestvo, as well as Russian embassies and foreign missions. The second one is handled by Russian educational organizations.
If there is no representative office of Rossotrudnichestvo in the country, the selection functions are performed by a diplomatic mission, including the Embassy of the Russian Federation.
