For months now, Switzerland, discussed the framework agreement with the European Union. It should make the relationship to our main trading partners on a stable Foundation.

However, the negotiated contract will be criticized from all sides. Even the trade unions – in the past years, EU-friendly – are against it. They fear that the planned adjustments in the case of the accompanying measures of the protection of Wages is weakened.

Specifically, the so-called posting of workers act. This regulates the conditions under which European companies in Switzerland, may execute orders. The law is intended to ensure that the country’s current minimum wage requirements are met.

3954 sanctions in the past year,

new Figures from the state Secretariat for economic Affairs (Seco), the Sunday view show exclusive: In the year 2018 3954 sanctions were imposed for violation of this posted workers act. Per day, the cantonal Supervisory authorities, composed of employers ‘and workers’ organizations, more than ten European companies have sanctioned – some of them several times. In 2965 cases, a fine was imposed, 1035 Times service both imposed barrier, in part, at the same time.

Nico Lutz, head of sector-construction at trade Union Unia, said: “The Figures show that there are still many violations. Even more incomprehensible is that the Federal Council wants to weaken the framework agreement with the EU accompanying measures.” Lutz is convinced: “With fewer inspections, shorter reporting deadlines and less deposits, we would have even more problems.”

The number of outspoken sanctions moves about on the level of previous years. But it is interesting, from where the companies originate and who is making them. The sanctions are distributed to all proportional.

Large regional differences

In the countries of origin of the gebüssten company to swing Germany and Italy, clearly rose to the top. Companies from these countries are almost two-thirds of all violations responsible. Companies from the neighbouring countries of France (six per cent) and Austria (three percent) are much less guilty of (see chart).

Even more amazing is that the control have discovered, authorities of the cantons of Ticino, Zurich, Berne, Aargau and Basel-city, three-quarters of all violations of the posted workers act and sanctioned – even though they are home to only 44 percent of the Swiss population.

Completely different, for example, in St. Gallen. It is a border Canton, here are six percent of Swiss life. However, since only two percent of all violations were discovered.

“The big differences to prove that it is not the same everywhere, consistently, will be sanctioned,” says a trade unionist Lutz. That this is so, suggests a different number: 19 Time the maximum penalty was a lock last year, a Service of five years imposed. 16 of these 19 maximum sentences were pronounced by the authorities of the Canton of Basel-city.
