Police, Regardie and MOE got the right to draw up administrative protocols for violation of the rules of behavior in emergencies

the Prime Minister of Russia Mikhail Mishustin signed an order approving the list of officials entitled to draw up protocols on administrative violations for failure to comply with rules of conduct in emergency situations. As follows from the document, thus endowed with the right of the head of EMERCOM of Russia and Regardie.

“In accordance with article 28.3 of the administrative code to approve the attached list of officials of management bodies and forces of the Unified state system of prevention and liquidation of emergency situations, including officials of the Executive authorities of constituent entities of the Russian Federation, authorised to make protocols on administrative offences, provided for by article 20.61 of the code of administrative offences”, – stated in the decree published on the official Internet portal of legal information (quoted by TASS).

According to the list, to such persons referred by the police, the head of EMERCOM of Russia, his first Deputy, state Secretary and chief state inspector on fire supervision, and other officials of the MOE, and the head of Regardie, his first deputies and other officials of the Department.

April 3, Prime Minister Mikhail Mishustin signed the resolution approving the rules of conduct for citizens and organizations, binding the introduction of high alert or emergency. Rules have been adopted in addition to the Federal law “On protection of population and territories from emergency situations of natural and technogenic character”, which on 1 April had been amended, obliging the citizens “to comply with the established in accordance with the present Federal law the rules of conduct with the introduction of high alert or emergency.”

According to the first paragraph of the rules, citizens and organizations are obliged to implement the decisions of the government of the Russian Federation and the governmental Commission on prevention and liquidation of emergency situations, aimed at adoption of additional measures for the protection of naseleniya and territories from emergency situations. The rules also provide for mandatory evacuation from the emergency zone in case of need.

To get on foot a pass is not needed, it is necessary to strictly observe the rules and restrictions set forth in the regime of high alert. To get out of the house to go to the nearest store or the pharmacy, walk the dog, take out the trash. A digital pass may not get the military, state and municipal officials, persons holding state and municipal positions, as well as judges, lawyers, the notary, including their aides, journalists and security guards under the current service certificates.
