Andrey, tell me, what was the most difficult for the transport police at the quarantine period?

Andrei Rybinskogo: In the first stage of introduction of restrictive measures appeared some organizational issues: passengers arriving in the Kuban and in the Crimea, had to explain the rules of conduct in connection with the threat of infection. But thanks to the close cooperation with representatives of Rospotrebnadzor, the district administrations and subjects of a transport complex of the people understood the responsibility, and everything fell into place.

In international airports, on all railway and marine stations overnight were strengthened security measures: the procedure of the special quarantine measures, converted the place of inspection, set the tent for waiting passengers.

And often revealed facts of violation of the quarantine?

Andrei Rybinskogo: During these months, it was compiled more than 270 administrative protocols against violators of the quarantine. I admit, the proximity of the resorts makes itself felt: the people of the far regions try to come to the sea, and they go at it for various tricks – to the point that now hire tow trucks and use them as a taxi, make “travel.” Accommodation in Observatory free – and so the trip South was an opportunity to relax at public expense, even in conditions of isolation. But the protocols are not an end in itself, such measures, we resorted to only in extreme cases, are still trying to restrict the clarification.

What security measures have been taken to, as they say, to keep a balance: on the one hand, to continue to protect public order, and on the other to prevent intrusion of the police (as, for example, occurred in Dagestan)?

Andrei Rybinskogo: Now the police are organized to meet the situation and requirements of the legislation. All of our employees with a stock provided with medical masks, gloves and antiseptic. In addition, when entering the building, they measure the temperature, and the premises are disinfected regularly. But the service at the forefront, as you know, is associated with certain risks. We had contacts with passengers, whose Observatory has discovered coronavirus infection. These employees were placed on isolation, they took the test and, fortunately, none of them the diagnosis COVID-19 was not confirmed.

According to official information of the Ministry of interior, with the introduction of quarantine in a number of regions of increased crime. In the Krasnodar region and the Crimea, you recorded her height on the vehicle?

Andrei Rybinskogo: On the objects entrusted to us for the growth of crime was not. And the reason is daily prophylactnical work, warning of the offense, as well as the decrease in passenger traffic due to the pandemic. For example, air travel compared to last year has been reduced five times, the movement of trains – twice. Rolling stock was a total of 12 crimes in four months. One of the recent cases, by the way, was revealed a few days ago. In stanitsa Kanevskaya police arrested two operators of the locomotive depot, which was poured in cans of diesel fuel from locomotives. Just so they stole 800 litres. A similar crime happened at sea in Sevastopol, was detained the crew of passenger boats. Team members under the leadership of 60-year-old captain was unloaded at the dock with the metal barrels of 180 liters of engine oil. During the inspection, the police found close to two containers with a total volume of 360 litres. It is now known that all the oil was of one party and supplied to the Sevastopol sea port.

I Want to add that we’re solving crimes not only in the transport sector. For example, in mid-may in Novorossiysk employees of the transport police together with colleagues of FSB of the Russian Federation in the framework of earlier instituted criminal proceedings conducted searches in the garage of a local resident, which he turned into an ammunition dump. The room had more than 1,5 thousand cartridges, 15 grenades, a Kalashnikov rifle with three shops, a pistol “the Browning”, and more.

June 1, in the Kuban began to work resorts. Tell us how the preparation for this holiday season?

Andrei Rybinskogo: In normal mode, we checked the readiness of transport infrastructure, as well as our linear bodies. Updated rules of interaction with the state authorities in the circumstances. I think with a gradual easing of restrictions in the regions, the flow of passengers will increase speed. Already increased the number of daily flights at the airport of Krasnodar from 25 to 60, in Sochi – from six to 25. The same situation is expected on the railway. In such circumstances, the transport police were always ready to help anyone who needs it.

– the Public Council under the Department of transport of the MIA of Russia – a kind of buffer between the law enforcement system and society, – the Chairman of the Board in the Management of transport Ministry of the Russian Federation for the southern Federal district Georgy Administration. – The bigger the buffer, the easier issues, because we hold the reception of citizens and working with the passengers. Each year the Public Council monitors the activities of line units in the framework of “Transport police in the focus of civilian control”. Created volunteer group “Traffic safety”, which deals with prevention of crimes on objects of transportTA. Council members participate in the professional training of police officers. We have three commissions carry out moral and cultural-educational work. We read lectures, conduct trainings and consultations.
