Germany, the main ally of Russia in the construction of a new export gas pipeline “Nord stream – 2” (SP-2), split into two opposing factions. The Federal government is convinced of the need to complete the project, which will strengthen the energy security of all European States, and the Federal network Agency of Germany, based on the antitrust laws of the Third energy package of the EU, argues that Russia will be able to fill the new pipe, a fully owned Gazprom, only half. The remaining 50% will have to provide third-party manufacturers capable of pipeline alternative raw materials. However, the competition for the supply in SP-2 that Russia does not exist. This route is pre-planned for export of “blue fuel” only with the Russian deposits. However, a number of European experts predict a serious intra-community conflict about the prospects of the Russian gas pipeline.

From a technical point of view, to complete the construction of the offshore branches of the SP-2, there are only a few months. At the same time, the Federal network Agency of Germany relies solely on the legal rules: it is going to ban Gazprom to fully fill the new pipeline complex. Relying on the legislative article of the Third energy package of the EU and the requirements of the revised gas Directive of the European Union, the German regulator allows the Russian monopoly to use only 50% of the capacity of the pipeline. The rest will have to pay third-party providers of “blue fuel” not involved in the construction of a new pipeline route. An official decision should be taken in the near future. And even the official position of the German government, openly support the project, are unlikely to be able to “convince” energiticheskogo controller.

Germany may not release the project from the sanctions of the Third energy package. Currently there is a legal tug-of-war. Half of the project financed foreign, including German companies.
