the HRC during the pandemic recorded violations of the rights of students against eviction from hostels, to reduce scholarships (which were the only source of existence).

in General, the head of Ministry of science Valery Falkov said recently that because of the coronavirus in Russia there will be “other higher education”. It is, above all, about the online income to the universities and new formats of distance learning. What can result, for example, remote protection certificates, we talked to the head of new media and theories of communications of faculty of journalism of Moscow state University. M. V. Lomonosov, member of the Council under RF President on development of civil society and human rights Ivan ZASURSKY.

Ivan, do you also think that higher education after the coronavirus will never be the same?

– so far, to be honest, I find it hard to imagine how all the world will look like “after” of coronavirus. Because it today has not been able to locate or eradicate. Vaccine either. We see only the battle to make it in a few years if possible.

From history we know that the epidemic was before, mankind once experienced them, not wildly.

Another thing is that the situation with universities now, in a sense, shows vividly the changes that have already occurred, and reveals the trends that some time has evolved.

You are about online learning, I take it? What fraction of students do you expect will go to him, so to speak, on a regular basis?

– What happens now? Students, like the students, do a lot of Zoom, but even now, in a sense, all students become “students” (although videosrate allow you to ask questions live). Until now it was believed that many students of correspondence departments are studying for diplomas, not for the sake of knowledge. Struggled with it in the Ministry of education and science of the previous convocation. So, after the pandemic may increase the number of those who are not afraid to go with day or evening in the correspondence, this will change the attitude towards them. I think the quality of distance education will be much higher because there will be made freely available lectures: the lecturers in many universities to massively write down and save them.

as for the whole online education, Coursera (a project of massive online education – approx. author) in Russia for 2 million users (there are about 60 million). This is more than the number of graduates of all our universities for all programmes taken together – bachelor, master and PhD programs. Already, many online courses are integrated into the learning process. Higher school of Economics makes a serious bid for it. There are common for universities online platform under the auspices of the Ministry and othermany of the projects. There is supporting infrastructure, including open repository of scientific articles “Cyberleninka”, and a bunch of other non-government projects, banks, knowledge, and services of different types.

After a pandemic will be developed, providing services in the field of education, universities will be more use of video technology and conferencing, as is happening now with the explosive market entry platform Zoom. Finally, people will have access to a huge amount of materials, partly and even largely free, with the ability to obtain evidence of the completion of the course, or, more importantly, employment. I think we will see a lot of successful projects in this area, usually outside the University. Social space in terms of distance and electronic communication becoming virtual. It will be the formation to a greater extent than the universities. But the higher education diplomas will not be there to give.

– the HRC complaints come from students. They say that they did not support policies. What can I do?

– I think you need to remember the best that was in the Soviet system – the emphasis on the development and science. Only due to this we have held out so long. If the system depends on public funds, so get them should be the ones who largely contributes to the development of society. Students could receive a scholarship in the amount of the subsistence minimum, and graduate students – two or three.

Strange, when so much money is spent on incineration plants or tax incentives to oil companies, and the funds for the development of scientific potential of the country. I think it’s unfortunate inertia of the “fat years”, but in the situation of the epidemic can be seen that so can not continue.

the story of the medical students whom I have to pay for practice and work in clinics, shows that there is a large reserve of involving the young in real projects – for example, instead of “potato” I can easily imagine forest planting by the students of soil science. This is in many cases will be better than the formal reforestation, which involved loggers.

You once said that the number of graduates not able to write correctly, estimated 12-15 million people (if you count since 1990). Who are these people with “nedoobrazovaniem”?

In the middle of the “zero” half of the students ‘ works were copies of earlier with a different title page, have not yet started to check. Today, on average, every third work is a compilation. We got statistics on the number of graduates and received the estimated figures. It is not accurate, and the rating that we are really not shocked. We all remember what kind of crisis it faced higher education in INRtheir areas after the collapse of the Soviet Union, and in the nineties it was possible to buy a diploma, sometimes with protection (when the “crust” was a little).

Answering the question “who are these people”, so to speak.

higher education is a condition of employment in the public sector and large companies, where we have traditionally been ruled by the dynastic system on the brink of nepotism. That is, knowledge is not for this system the main condition of employment. More important than communication. From a high level of formalization of everything. It should be explained, by the way. Previously, I talked about this the wrong way, portraying these people as non-experts in everything. In fact, they are experts, often brilliant. But… fictitious reporting. Such people never win, especially in the formalities: they always report back, and projects to come up with such a deal was, and reporting real – at the expense of meaning, I think.

certification is a certification of that type. And if they are not yet at the stage of learning how to arrange the world, expanded their horizons, they will instead project to generate “themes” and chimeras are pretty expensive and useless initially. A seemingly harmless activity, it is the parasitic system of allocation of resources that are managed by the state, and it is not controlled by anyone, because really to read and write, these people know how to work. In moments of relative prosperity, it looks decent, but as soon as the stressful kind of outbreak, becomes noticeable as we have a lot of uneducated people, unprepared. But quiet times are in the past.

However, there is another category of people – those who have already worked somewhere and understands the practical side of activities, and therefore applies to higher education as a formality… In the “nineties” we have great respect for the practitioners, in many areas there are examples of success, starting with Steve jobs, although he still spent a lot of time on campus and something learned in school. There are qualities and competencies that a person receives at the University, if not, over time it is noticeable.

– given the pandemic of fake diplomas this year will be more or less?

– this year, security will be remote, that is, the texts need to be read in advance in electronic form. This is difficult for me, for example. But you can not read after all, that is, instead of studying the works in the process of protecting each member of the Commission needs to spend large amounts of time and effort, reading from the screen long text – how many will do it? Those who are older, even harder. And a lot of work. That is this year a bad diplomas can easily “slip”, and the best will disappear without a trace. While few publish certificates.

Why?

– At the time of the Ministry of education made a “road map” of transition to the open publication of theses, but after discussion in the Open government disbanded the Department that was supposed to do it. Is the open publication of the Ministry require universities to save the certificates in electronic library system. But never, I think, haven’t checked, they do it or not. And I didn’t hear about the mass or total inspections collections on borrowing, for example. I’m afraid to even touch the subject.

But more importantly, young people must be a way to enter into research activities through the protection. Especially now, when graduates enter the market in the changing world and growing unemployment. The best minds of this generation could find themselves in science, continue to evolve… It needs to be stimulated. So there was a contest Putivnyk.of the Russian Federation for those who defended the Russian language for the last three years. We hope that the representatives of the Academy of Sciences, universities and research organizations will be able to pick up a young staff among those who publish work on the contest. Want the universities and research teams have established the awards and prizes – for example, free masters, and doctorate the best contestants. We have many success stories that began with the publication of the diploma. The Bank of knowledge of our Department a good diploma read 3-4 thousand times, and the “Science correspondent” of the work is up to a hundred thousand readings. Information from the qualitative work is often more popular than the new books our publishers, it is available free of charge, and diplomas in a year is protected by an order of magnitude greater than published books. It is terrible that we are related to knowledge, which are produced by our education system. However, it is understandable, given that we have here there is a “weak spot”, but that is no reason to deprive talented young people the chance to find themselves in science.

the Law banning the advertising of services “production” of diplomas, other educational and scientific works effective? How much are the fines, how many closed IP?

– as far As I know, not at all. The FAS is clearly not up to it, and the Ministry of education and science works by inertia: rather protects the reporting system than he wants to expose the problems. Even with a new Minister. However, we do not involve law enforcement, we have concerns – we are afraid that in the end practice could become more entrenched. If diplomados will be “roof”, the situation threatens to become hopeless.

the Ban effective in the sense that it constrains the major players from the development of this business limits a major platform in advertising (almost), but it is absolutely harmless for those who are really engaged in this. We canbut to say the system still produces millions in demand for specialists in fraud reporting in all fields and honors and teachers in their spare time to mold them diplomas through every small business in this environment..

You once said that rigging training is an important tool to maintain the necessary “pictures” in the allocation of places. What do you mean?

– What is the “cool” students earn twice. They often learn to “budget” places paid for by the state, and their parents can solve the issue proceeds for an amount comparable to the cost of education for several years private. Top universities turn a simple process in charity and endowments, without reducing the requirements to pass academic tests otherwise. In this sense, more surprised at the low average level, and the fact that someone somewhere is moving and trying. In such cases, the results appear fairly quickly, but that’s not all you need. This is not a rule but an exception.

this is Partly due to the logic of public accountability as the main “reality”, but there are scientific schools, there are scientists that are published not only in Russia, everywhere, understand the current level of knowledge in the world and is able to do research a world-class… To some of them even reach. Anything can happen. For example, I head a Department at MSU, we have this year introduced the “zero” tolerance for incorrect borrowing. You must mention the author of any piece, a link to the source. Not all universities have such an attitude to the jury. And if the person does not reference the sources, not tried to understand your diploma, what and when he will understand? After all, he missed the important skills of work with sources and so on. In addition, our own experience shows that banks are an important tool for the creation of new scientific schools, especially where there are people who do research and study modern sources.

by the Way, the President of journalism faculty of the Moscow state University Yasen Nikolaevich Zasursky has supported our competition and liked the open letter to the Minister of science and higher education. In this sense, we can say that we stubbornly bend the same line on “transparency” and openness as the best way to solve the accumulated problems.

– And what he says about this?

– That it is necessary to publish the work, because then anyone can use them. Copyright protected, but the work available. Using what has been published publicly, it is possible to write, referring to the author. Yasen Nikolaevich says literally: “These texts are very interesting: I always enjoy reading”. It is often against pseudo-innovations in education, but to publish diplomas is a good idea!

What else will bring us, in your opinion, pandemic?

– in General, fear of disease, will make humanity as a whole to seriously change. I can recommend a book by Victor Pelevin “iPhuck 10”, it is this version of the future is expressed perhaps most clearly. I think it would be cool to make it into a series – as far as I know, Victor Ginzburg, Director of “Generation P” and “Empire V” is seriously thinking about it. Then you will see with your own eyes!
