Data about Russians collected in one registry

The government proposes to create a single registry, which will include personal data of Russian citizens, including information on the social situation and the relationships. The bill the state Duma Committee on information policy, information technologies and communication plans to consider at the meeting on 16 April.

The document was adopted at first reading on 17 September 2019 and aims to simplify search information about people, the acceleration of the process of obtaining documents and consideration of citizens ‘ appeals. As previously announced, first Deputy Finance Minister Tatyana Nesterenko, the bill developed by the Government pursuant to presidential decree of 15 January 2016 on additional measures on strengthening of payment discipline in the implementation of calculations with the Pension Fund, social insurance Fund and mandatory medical insurance Fund.

Pursuant to this decree in June 2016, the amendments were adopted to the law on acts of civil status, under which from October 2018 all such records shall be made exclusively in electronic form in a single register. The operator of the information system built on the principles of cloud technologies is the Federal tax service. According to Nesterenko, the system met expectations, and on its basis it is proposed to create a Single Federal information resource containing data about the population.

This registry will provide the reliability and relevance of data, harmonization of state and municipal information systems, reduce the time of paperwork. The database will include both basic data: name, surname, patronymic, gender, age, requisites of the documents proving the identity, INN, SNILS — and optional: marital status, information about the relationships and children.

“All the data about the person lined up in one chain — when he was born, married, divorced, when changed family situation,” said Tatyana Nesterenko.

The registry will also place information on foreign citizens and persons without citizenship, constantly or temporarily residing or working in Russia.
