The Bank of Russia announced the extension of the tariff corridor CTP. On average, insurers will now be able to “move” the price policy of 11% up and down. For most private owners of passenger cars prepared the extension of the corridor by 10%, for legal entities — 20% for a taxi — 30%. In addition, the new normative act, the Central Bank banned insurers consider when pricing insurance, the race of the clients, their nationality, religion or attitude to religion, membership to political parties and official position.The Central Bank has prepared draft guidance on rates, which will give more freedom to the insurers in setting the price of compulsory insurance. As reported by the Chairman of the Central Bank Vladimir chistyukhin, we intend to extend the tariff corridor in an average of 11%. For the most numerous group of motorists—individuals — fare will be expanded by 10% up and down. Now the minimum value of the base rate equals 2746 rubles, maximum — 4942 RUB under the new rules for this group, the minimum bet is 2471 RUB, maximum — 5436 RUB For cars of legal entities the tariff is expanded in both directions by 20%, by taxi — 30%, freight cars by 20%. The tariff corridor for buses, trams and trolleybuses has remained unchanged: it will be a slight change in the borders of down to 5%, said Vladimir Chistyukhin. According to him, the changes will allow you to assign the lower rate neat drivers and higher — violators of traffic rules. “Under the changes we will test the individualization of tariff”,— said the Chairman of the Central Bank.”These factors are explicitly discriminatory, and we believe that the insurance companies cannot use them to define the configuration of tariff”,— said Vladimir Chistyukhin.The instructions of the Central Bank will start to operate on August 24. Then will come into force amendments to the law on insurance of individual tariffs. The basic rate tariff will cease to be the same for all drivers in the same area, and will be determined by the insurer to each owner individually, depending on his risk profile. In addition to the factors directly specified in the law (such as the presence of gross violations of traffic rules), the insurers when establishing the tariff will take into account other circumstances. This can be the age of the vehicle, its mileage, the marital status of the driver and the presence of children, the installation of vehicle telematics devices and other factors. It is expected that the use by insurers of all available information will increase the accuracy of separation of drivers with low and high level of risk and therefore will more accurately reflect the actual price of the policy risk.”As the experience of the first phase, insurance companies are interested in good drivers and concompete for such clients.
