There are sometimes large gaps in the files relating to the climate foundation. One reason for this could be that the operating companies of Nord Stream 2 feared being intercepted by the USA and from a certain point in time only demanded conspiratorial communication.

When US sanctions threatened, Nord Stream 2 AG insisted on conspiratorial communication with the state government of Mecklenburg-Western Pomerania. This is reported by the news portal “t-online”, citing an internal document from the State Chancellery in Schwerin. The procedure could now explain gaps in the file management that have become apparent for the Climate Foundation, which was initiated a little later. Accordingly, important information should only be transmitted in the case of personal contacts – for fear of surveillance. Companies involved in Nord Stream 2 declined to transmit information “through the usual electronic means of communication,” according to a memo prepared for State Chancellor Heiko Geue in early 2020 before a meeting with Nord Stream 2 officials. In this way, it should be avoided “that US intelligence services or communications companies could siphon off information for the USA”. Up-to-date information should only be made available at the following meeting.

In the preparatory correspondence for key appointments between Prime Minister Manuela Schwesig, the head of state chancellery and the then energy minister Christian level with Nord Stream 2 in the course of the year, content was then hardly mentioned, reports t-online, citing other documents from the state chancellery. Unlike correspondence, which has to be archived by authorities, there are no registration guidelines in Mecklenburg-Western Pomerania that require the state government to file telephone calls or oral conversations.
